Jihadi Outlet Circulates ‘Inspire Tweets’ Poster Series Amplifying Al-Qaeda In The Arabian Peninsula (AQAP) Calls To Muslims In The West To Stage Attacks Targeting Prominent Figures, Transportation

On June 9, 2024, the pro-Al-Qaeda Al-Nusra Media Foundation began circulating a series of Arabic-language posters encouraging lone operatives to carry out armed attacks against individuals and infrastructure in the West. This campaign follows similar advocacy in an English-language magazine, Inspire, produced by Al-Qaeda in the Arabian Peninsula (AQAP). The media foundation’s poster series is called “Inspire Tweets,” and is attributed to AQAP’s media arm, Al-Malahem Foundation.[1]

Al-Nusra Media Foundation is a prolific outlet, a member of the recognized pro-Al-Qaeda Islamic Media Cooperation Council (IMCC), an umbrella body uniting several pro-Al-Qaeda media groups. The council launched on September 28, 2023.[2]

On December 30, 2023, AQAP relaunched its inspirational propaganda tool, Inspire, this time in video format, seeking a larger audience in the midst of the war in Gaza following Israel’s response to Hamas’s October 7, 2023, attack. Titled: “What America & The West Do Not Expect,” the production promoted hashtag #Open_Source_Jihad, encouraging lone-wolf attacks in the U.S., UK, France, and European Union countries as retribution for Israel’s war in the Gaza Strip.[3]

“Now Is The Time To Try Something New”

The opening poster of the “Inspire Tweets” series reads: “‘Free Palestine’…the slogan we have been chanting all over the world, men and women, young and old, but the White House showed us the result of these chants in Al-Shifa Hospital. The American foreign policy is ossified when it comes to the Jews [Israel]. We have done everything to support Palestine, we shouted ‘Free Palestine,’ we boycotted those who support the Jews, and went on work strike. Now is the time to try something new. Something that is significant and intense.”

Muslims Living In The West Must “Disavow Infidels” And Be Loyal To Fellow Muslims

Another poster addressed Muslims who live in Western countries, saying that many believe that the call to Islam there is enough, but do not realize that they are “lost in error” if they fail to voice loyalty to their Muslim brethren, support them, disavow the infidels, and show enmity and hatred to them.

“Jihad For The Sake Of Allah Is The Solution”

Muslims are advised to unsheathe their swords and adopt armed jihad to support the oppressed, if they truly want to be respected in both worlds, said another poster, titled: “Jihad for the Sake of Allah is the Solution.” This poster is inspired by an AQAP video production with the same title, featuring former Guantanamo Bay detainee Ibrahim Al-Qosi, otherwise known as Khubaib Al-Sudani, stating that armed jihad is “the only solution to restore Palestine.”[4]

Seek And Target “Bigger Prey”

The subsequent posters in the series continued to encourage lone wolves to carry out attacks targeting prominent figures, claiming that “the bigger the prey, the more impactful and terrorizing the attack will be.”

Avenging Muslims Is Every Muslim’s Duty

Another poster carries a message that seeks to “correct” a misconception among Muslims – namely, that that lone wolf operations are only for the strong. This poster states: “Some believe that individual jihad is reserved for strong, young men only, and this is a wrong conception. Avenging Muslims is the duty of every Muslim, heavy-footed or otherwise, young and old.”

“Electronic Attacks Are No Less Important Than Combat Operations”

In addition to the call to conduct armed attacks targeting individuals, another poster emphasizes the importance of cyberattacks, saying that electronic attacks are no less important than combat operations. “They may even have a more serious impact,” it added.

“The global Internet network represents the lifeline of Western countries, and if one of them is attacked, it will certainly cause tremendous harm.”

Transportation Sector In The West Is “One Of The Easiest Targets For A Lone Mujahid To Strike”

Additionally, the poster series encouraged attacks against the transportation sector, stressing the importance and indispensability of transportation in the daily life of Westerners, which, it concludes, “makes it one of the easiest targets for a lone mujahid to strike.”

A related poster suggested that many see America as a “giant elephant,” while in reality it fears a small group of Al-Qaeda mujahideen, who attacked it through its “weakest points.”

Issue 17 of Inspire encourages attacks against transport systems in the West, especially trains, and provides an operational guide for derailing trains using a home-made portable derailer “to sow fear and cause economic damage.”
