To All Concerned I have been forwarding email messages to the US Department of Justice Civil Rights Complaint Department regarding the fact that I have been a victim of government psychological warfare as a US Citizen and two-time Veteran. I served in the Army and Marine Corps. I am a War Era Veteran (Desert Storm).
My victimization of government technology (Remote-Neuro Monitoring) due to the deliberate and intentional mishandling of complaints by law enforcement of criminal allegations against me in Sacramento, CA. 8 years ago in which I was not as much as questioned by law enforcement regarding the criminal allegations. Law enforcement in Sacramento, CA. have been conspiring with criminal Gang Stalkers engaging in the unlawful and inhumane practice of Organized Torture.
This government technology can hear and see what a person can hear and see, it can read a person’s thoughts, and sense a person’s bodily functions. It can also inflict physical pain n a person. It utilizes Voice-Casting and Mimmicking technology. The Us Department of Justice Civil Rights Complaint Department supposedly conducted an investigation into this matter well over a year ago.
However, I am still being victimized by this technology on a 24/7/365 basis. This technology also seem to consist of some type of performance enhancing technology that enable these Gang Stalkers to not need to sleep. The psychological harassment in literally 24/7/365. My USDOJ Case Numbers are: 75642-TGG and 75644-TRS. Donald Trump mentioned the fact that our government is conducting Psychological Warfare on US Citizens during his press briefing after his arraignment on federal charges in Florida. Once again, I am requesting the assistance of the US Department of Justice to resolve this matter. I am again requesting federal oversight and protection regarding my complaints of government misconduct and corruption in Sacramento, CA.
Targeting is a phenomenon of a somewhat organized group of people harassing, abusing, and targeting another class of innocent people. The targeted individuals are referred to as “Illegally Targeted People.” Finally, the Illegal Targeted Community, in March of 2019, has evidence of the existence of “targeting.” This is according to the United States House of Representatives, the ACLU, and many other reputable sources. Several sources, including the ACLU, said that this class of people was “targeted.” Further, Congress refers to them as “Targeted Individuals.”
I am an 8-year victim of the Neurotechnology Industry’s “Remote Neuro Monitoring” Technology. This technology is capable of seeing what a person sees, hearing what a person hears, reading a person’s mind and thoughts, and sensing a person’s bodily functions. This technology is supposed to be utilized by law enforcement agencies with the consent of individuals who have been convicted of crimes as an alternative to prison. However, I have not given my consent to this practice or program.
I have good reason to believe that this victimization and gross violations of my Civil, US Constitutional, and Human Rights are a direct result of a deliberate mishandling of false criminal allegations against me around 2017 in Sacramento, CA. However, to this day, I have not been questioned, arrested, or charged by law enforcement regarding this matter.
Before my most recent period of incarceration, in August 2023, which was directly related to the possession of a firearm to protect myself from gang stalkers. For the past 5 or 6 years, I have been aware of the gang stalking and remote neuro monitoring aspect of my victimization. However, I have recently come across additional reliable sources of information that state the Federal Bureau of Investigation and the US Department of Homeland Security are responsible for conspiring with for-hire gang stalkers to accomplish this unlawful and inhumane victimization of Targeted Individuals. The Federal Bureau of Investigation and the US Department of Homeland Security operate what are known as “Fusion Centers” around the US and other countries, where these gang stalkers conduct illegal electronic surveillance and harassment on Targeted Individuals.
My 20–month incarceration from August 2023 to January 2025, along with my participation in the MORCA – Georgetown Paralegal Program, has prevented my efforts to effectively address this issue. However, since 2019, I have made various formal complaints with the US Department of Justice, American Civil Liberties Union, Federal Bureau of Investigation, DC Metropolitan Police Department, and a host of other agencies regarding this matter. Although I haven’t had much success in the way of assistance. There have been civil claims by Targeted Individuals regarding this matter. However, the conspiracy and cover-up factors among the government and courts have ruled that the claims are false. Stating that the Targeted Individuals are delusional, mentally ill, and part of some conspiracy theory groups.
As I previously stated, I have recently come across additional reliable sources of information regarding this matter that implicate the Federal Bureau of Investigation and the Department of Homeland Security as the perpetrators of these crimes. My initial suspicions were of law enforcement in Sacramento, CA.
However, this matter seems to be a lot bigger than I expected. Therefore, I am extremely concerned for my life and safety, and I feel as though I can trust the Prisons and Justice Initiative and the Georgetown Community with this information, as well as take the appropriate action if I were to suffer some sort of sudden ill fate, disappearance, or death.
I would greatly appreciate any assistance that you are able to provide in this matter. Also, you have my permission to share this information with anyone you believe would be of assistance.
