The poster highlighting the seven most notorious dirty energy lobbyists unearthed from the list of more than 50,000 delegates at summit.On Monday morning,  Avaaz ‘Climate Cops’ will hand out flyers outside key Metro stations leading to the Le Bourget with photos of the lobbyists, who are expected to ramp up their efforts to derail a deal when ministers arrive this week to negotiate the deal.

“These lobbyists have come to Paris to sabotage a global deal for ambitious climate action, despite over 3.6 million citizens around the world calling for 100% clean energy. Chelm

I have been thinking of Chelm* lately, not the real industrial town in Poland, home to about 18,000 Jews (60% of the population) until they were annihilated in World War II. Rather, what comes to mind is the Chelm of Jewish folklore, penned by Elijah B’al Shem of the real Chelm, and commercialized by Isaac Bashevis Singer in the 1900s – because I believe there are Chelmites among us today.

Chelm, the legend, began when God’s angels inadvertently overlooked an area while they were populating the earth with a reasonable assortment of foolish and wise souls. As one obliging angel, armed with the two bags of souls, made his way back through the clouds to correct the omission, he snagged one bag on the jagged point of a particularly high mountain peak, causing all the foolish souls to float down to earth. Thus was Chelm created with foolish, like-minded people, although there were always a few citizens who deemed themselves to be above the rest, clever and capable of discovery, analysis, and problem solving for the community.

It was on a snowy, wintry night, in fact, that the Wise Men of Chelm were seated around a wood-burning stove, trying to explain why winter was cold and summer, hot. As they sat in the firelight, watching the sparks and smoke moving upward through the chimney, one of the philosophers reasoned that as people throughout the world were burning wood to keep warm, all the heat was rising into the sky. After months of buildup, the air became warm enough to provide summer. Then, of course, when the stoves were idle and the air cooled once again, winter would return. Little did these khakhamim know that their thoughts would become the “big question” of the 21st century – Climate Change.

Despite the difficulties of migration, the Chelmites managed to leave their village, travel and spread their wisdom to others. The first Democrat debate of 2015 is the perfect example as we heard Bernie Sanders respond to what he deemed the greatest threat to national security. Without hesitation, he cited “climate change.” Challenged by the moderator about terrorism, he continued, “Of course, international terrorism is a major issue that we have got to address today, but climate change is directly related to the growth of terrorism and international conflicts.” Can Sanders explain why only Muslims, specifically, are so imbued with the desire to kill because of the climate? If the syndrome has not yet been identified, we might consider “Thermocide.”

Another intellect, Director of National Intelligence James Clapper, said, “Empirical evidence alone – without reference to climate models – suggests that a general warming trend is probably affecting weather and ecosystems, exacerbating the impact on humans.” Again we might ask why only the Muslim humans are so influenced as to increase the rapes in northern Sweden by more than a thousand fold since they first began arriving in the 1970s, or to detonate themselves while killing others.

Oblivious to the 14 centuries of Islamic carnage, our sages pursue a climate change issue that is scientifically constant, and not “change” at all. Climate is used by the Left to distract us from Islam’s complicity in drastically changing America. They would sooner discuss climate than the current knifing of Jews, beheading of Christians, and killing and injuring holiday revelers. Sanders and his like-minded sages should explore meteorology.

Secretary of State John Kerry, unquestionably a Chelm descendant, legitimized the Charlie Hebdo massacre and the murder of Jews in Israel as understandable, reasonable, and warranted. He proclaimed that terrorists are encouraged by poverty, despite the oil wealth and strong financial support from the Muslim Brotherhood. He denied our American exceptionalism, and pledged to appoint ambassadors, based on their sexual orientation.

Another intellectual of the Chelm mindset is Hillary Clinton, who declared: “Let’s be clear: Islam is not our adversary. Muslims are peaceful and tolerant people and have nothing whatsoever to do with terrorism.” She further offered, “These Muslims over here are just peaceful, faithful people living their lives, whereas those Muslims over there are radical and seek to impose a toxic strain of their faith via terror and violence.” It may be that she envisions arrowed road signs, “Terrorists this way to Europe” and “Moderates this way to America,” or she had them posted during her many trips to Islamic countries. Unfortunately, signs are no solution for the high illiteracy rate, which could account for the 900 Islamic terrorist cells in the US, as revealed by the FBI. Of the latest act of terrorism in San Bernardino, Hillary blamed the inanimate weapons themselves.

Remember that National Intelligence Director James Clapper said to Congress, “The term ‘Muslim Brotherhood’…is an umbrella term for a variety of movements, in the case of Egypt, a very heterogeneous group, largely secular, which has eschewed violence…” In fact, the Brotherhood was a co-conspirator in the trial of the Holyland Foundation, the largest terrorism-financing ever successfully prosecuted in American history. A major financier of the terrorist organization, Hamas, is dedicated to jihad, the destruction of Israel, and to turning America into a Muslim nation, to “eliminating and destroying the Western civilization from within.”

The politically correct are inclined to say that a majority of Muslims loathe violence, but surveys prove that the majority of Muslims want violent sharia law to prevail over the host country’s laws, and a recent Fox News poll indicated that one in four admitted that violent jihad against America is justified. The Koran commands Muslims to engage in holy war (Jihad) in order to impose Islam and Sharia law on the entire world. Sharia demands support of terrorism and suicide bombings, and conversion to Islam or death.

To say that our Commander-in-Chief is also from Chelm, inexperienced and naïve, would in itself be naïve. He has been following a specific agenda to bringing our country to where it is today, without once veering off course. If he were inexpert and bungling, he could not have so thoroughly hidden his background, divided us into opposing factions and causing chaos on our streets, rejected and rewritten laws, dispatched the CIA for secret operations, created a runaway government, trivialized our Constitution, reduced our personal freedoms, and conspired to change our national identity and endanger our existence with tens of thousands of unvetted, Koran-inspired “immigrants.”

Now, if the incoming Syrians exhibit no violence, we may conclude that climate change is not a threat. If, however, we recognize Islamic violence in the Middle East also occurs in northern climes, we would have to ascertain which changes actually result in the atrocities, or identify their teachings and laws as the true link to violence.  As for our Commander-in-Chief, he is not of Chelm. It is his “dark impulses,” the same impulses of which he accuses Americans who seek to close our borders to jihadi invaders, that are failing us.

Obama: Unity on climate change will be “powerful rebuke” to terrorists

Greasy Islamophobe that I am, I thought the only powerful rebuke to jihad terrorists would be killing them in large numbers. Good thing Obama is here to enlighten me and show that a bunch of politicians jawing over politically correct myths about the weather will actually stop the jihadis in their tracks.

Doubtless this climate change conference will have the Islamic State jihadis turning in their weapons and signing up for jobs programs forthwith; Obama better be ready to send several divisions of career counselors to Iraq and Syria.

AUSTIN, Texas – A team of prominent scientists gathered in Texas today at a climate summit to declare that fears of man-made global warming were “irrational” and “based on nonsense” that “had nothing to do with science.” They warned that “we are being led down a false path” by the upcoming UN climate summit in Paris.

The scientists appeared at a climate summit sponsored by the Texas Public Policy Foundation. The summit in Austin was titled: “At the Crossroads: Energy & Climate Policy Summit.”

Climate Scientist Dr. Richard Lindzen, an emeritus Alfred P. Sloan Professor of Meteorology at the Department of Earth, Atmospheric and Planetary Sciences at MIT, derided what he termed climate “catastrophism.”

“Demonization of CO2 is irrational at best and even modest warming is mostly beneficial,” Lindzen said.

Lindzen cautioned: “The most important thing to keep in mind is – when you ask ‘is it warming, is it cooling’, etc.  — is that we are talking about something tiny (temperature changes) and that is the crucial point.”

 

Lindzen also challenged the oft-repeated UN IPCC claim that most of warming over past 50 years was due to mankind.

“People get excited over this. Is this statement alarming? No,” Lindzen stated.

“We are speaking of small changes 0.25 Celcius would be about 51% of the recent warming and that strongly suggests a low and inconsequential climate sensitivity – meaning no problem at all,” Lindzen explained.

“I urge you when looking at a graph, check the scales! The uncertainty here is tenths of a degree,” he noted.

“When someone points to this and says this is the warmest temperature on record. What are they talking about? It’s just nonsense. This is a very tiny change period. And they are arguing over hundredths of a degree when it is uncertain in tenths of a degree,” Lindzen said.

“And the proof that the uncertainty is tenths of a degree are the adjustments that are being made. If you can adjust temperatures to 2/10ths of a degree, it means it wasn’t certain to 2/10ths of a degree,” he said. “The UN IPCC wisely avoided making the claim that 51% of a small change in temperature constitutes a problem. They left this to the politicians and anyone who took the bait,” he said.

Lindzen noted that National Academy of Sciences president Dr. Ralph Cicerone has even admitted that there is no evidence for a catastrophic claims of man-made global warming. Lindzen also featured 2006 quotes from Scientist Dr. Miike Hulme, Professor of Environmental Sciences at the University of East Anglia, and Director of the Tyndall Centre for Climate Change Research, admitting that claims of a climate catastrophe were not the “language of science.”

“The discourse of catastrophe is a campaigning device,” Hulme wrote to the BBC in 2006. “The language of catastrophe is not the language of science. To state that climate change will be ‘catastrophic’ hides a cascade of value-laden assumptions which do not emerge from empirical or theoretical science,” Hulme wrote.

“Is any amount of climate change catastrophic? Catastrophic for whom, for where, and by when? What index is being used to measure the catastrophe?” Hulme continued.

Lindzen singled out Secretary of State John Kerry for his ‘ignorance’ on science.

“John Kerry stands alone,” Lindzen said. “Kerry expresses his ignorance of what science is,” he added.

Lindzen also criticized EPA Chief Gina McCarthy’s education: “I don’t want to be snobbish, but U Mass Boston is not a very good school,” he said to laughter.

Lindzen concluded his talk by saying: “Learn how to identify claims that have no alarming implications and free to say ‘So what?’”

Princeton Physicist Dr. Will Happer, who has authored over 200 peer-reviewed papers, called policies to reduce CO2 “based on nonsense.”

“Policies to slow CO2 emissions are really based on nonsense. They are all based on computer models that do not work. We are being led down a false path.

“Our breath is not that different from a power plant,” he continued.

“To call carbon dioxide a pollutant is really Orwellian. You are calling something a pollutant that we all produce. Where does that lead us eventually?” he asked.

“Coal, formed from ancient CO2, is a benefit to the world. Coal is CO2 from ancient atmospheres. We are simply returning CO2 to the atmosphere from which it came when you burn coal. And it’s a good thing since it is at very low levels in the atmosphere. We are in a CO2 famine. It is very, very low,” Happer explained.

Happer continued: “CO2 will be beneficial and crop yields will increase.” “More CO2 will be a very significant benefit to agriculture,” he added.

Happer then showed a picture of polluted air in China with the caption: “Real pollution in Shanghai.”

“If you can see it, it’s not CO2,” Happer said.

“If plants could vote, they would vote for coal,” Happer declared.

Happer also rebutted the alleged 97% consensus.

“97% of scientists have often been wrong on many things,” he said.

Ecologist and Greenpeace founding member Dr. Patrick Moore discussed the benefits of rising carbon dioxide in the atmosphere.

“Let’s celebrate CO2!” Moore declared.

“We know for absolute certain that carbon dioxide is the stuff of life, the foundation for life on earth,” Moore said.

“We are dealing with pure political propaganda that has nothing to do with science,” he continued.

“The deserts are greening from rising CO2,” he added.

“Co2 has provided the basis of life for at least 3.5 billion years,” Moore said.

Governments Are the Worst Polluters by Walter Olson

It’s a familiar libertarian insight that regulation often holds government itself to lower standards than it does private actors.

Pension funds for public employees are mostly immune from the federal solvency and funding requirements that apply to their private counterparts; Federal Trade Commission rules against false advertising by profit-seeking companies do not restrain false advertising by government actors on the same topics; the FTC can fine companies massively for data breaches even as the federal government itself suffers gigantic losses of sensitive data to foreign actors with few career consequences for many of those who had dozed; anticompetitive practices that are per se illegal under antitrust law become legal when states do them, and so forth and so on.

Now David Konisky of Indiana University and Manuel Teodoro of Texas A&M, in a study published by the American Journal of Political Science entitled “When Governments Regulate Governments,” have pulled together some data:

Our empirical subjects are public and private entities’ compliance with the U.S. Clean Air Act and Safe Drinking Water Act.

We find that, compared with private firms, governments violate these laws significantly more frequently and are less likely to be penalized for violations.

For the study, Konisky and Teodoro examined records from 2000 to 2011 for power plants and hospitals regulated under the Clean Air Act and from 2010 to 2013 for water utilities regulated under the Safe Drinking Water Act. The study included over 3,000 power plants, over 1,000 hospitals and over 4,200 water utilities — some privately owned and others owned by public agencies.

* For power plants and hospitals, public facilities were on average 9 percent more likely to be out of compliance with Clean Air Act regulations and 20 percent more likely to have committed high-priority violations.

* For water utilities, public facilities had on average 14 percent more Safe Drinking Water Act health violations and were 29 percent more likely to commit monitoring violations.

* Public power plants and hospitals that violated the Clean Air Act were 1 percent less likely than private-sector violators to receive a punitive sanction and 20 percent less likely to be fined.

*Public water utilities that violated Safe Drinking Water Act standards were 3 percent less likely than investor-owned utilities to receive formal enforcement actions.

[After speculating that public operators may find it harder to raise funds promptly for needed facilities improvements:] Public entities also face lower costs for violating the regulations, the authors argue. There is evidence from other studies that they are able to delay or avoid paying fines when penalties are assessed. And officials with regulatory agencies may be sympathetic to violations by public entities, because they understand the difficulty of securing resources in the public sector.

Application of the principle to state-owned industry outside the United States can be left as an exercise for the reader.

Climate activists: Islamic State Paris attack an attempt to kill UN climate treaty and raise oil prices

Climate activists are suggesting a conspiratorial plot in the aftermath of the Paris terror attack.

“Could the attacks and [the UN climate summit] COP21 possibly be related?,” asked Oliver Tickell, who edits The Ecologist, in an article on November 14.

Tickell’s article asked: “Is it a coincidence that the terrorist outrage in Paris was committed weeks before [the UN’s] COP21, the biggest climate conference since 2009? Perhaps. But failure to reach a strong climate agreement now looks more probable. And that’s an outcome that would suit ISIS – which makes $500m a year from oil sales – together with other oil producers.”

Tickell asked “ISIS Inc defending its corporate interests?”

“To answer that question we should first ask, what do the attacks mean for COP21?” he continued.

“So, assuming – as seems probable at this stage – that the Paris outrage was carried out by or for ISIS, was it in any way motivated by a desire to scupper a strong climate agreement at COP21? And so maintain high demand for oil long into the future, together with a high oil price? Let’s just say that it could have been a factor, one of several, in the choice of target and of their timing.”

Tickell seems to allege that the Paris Attacks were committed by some coalition of ISIS & OPEC to derail the UN climate treaty and raise oil prices.

“And of course ISIS was not necessarily acting entirely on its own. While not alleging direct collusion between ISIS and other oil producing nations and companies, it’s not hard to see a coincidence of interests,” Tickell wrote.

Reaction from climate skeptics was swift.

“Looney green tunes at @the_ecologist. A real OMG moment here folks. Completely and utterly bonkers,” wrote Andrew Montford at the blog Bishop Hill.

Montford ridiculed Tickell’s notion “that the Paris terrorist attacks were intended to disrupt the COP21 climate talks, driving up oil prices and putting petrodollars in the pockets of ISIS. Oh yes, and western oil interests were probably in on it too.”

Montford said of Tickell’s assertions, “Blimey, he’s so bonkers.”

“I would argue that the disastrous invasion of Iraq, something that I strongly opposed, has unraveled the region completely and led to the rise of Al Qaeda and to ISIS.” That is true. However, it contradicts Sanders’ other claim, that climate change, that is, “limited amounts of water, limited amounts of land to grow their crops,” led to the rise of terrorism. If it were really all about fights over diminished resources, then these jihad groups would have arisen even without the U.S. taking out Saddam Hussein, no? In any case, if climate change has given rise to terrorism, why don’t we see Arab Christian or Yazidi terrorists? After all, they lived in Iraq and Syria alongside the Muslims. So why weren’t they driven by the lack of water and land to form their own terrorist groups?

It is astonishing that a man this deluded could be taken seriously as a candidate for President. But his view here is a mainstream Democrat Party position.

“Bernie Sanders: Climate Change is Directly Related To Terrorism,” by Michelle Fields, Breitbart, November 15, 2015:

Democratic Presidential candidate Sen. Bernie Sanders (I-VT) said on Saturday that climate change is directly related to terrorism.“In fact, climate change is directly related to the growth of terrorism,” said Sanders.

“And if we do not get our act together and listen to what the scientists say, you’re going to see counties [sic] all over the world…they’re going to be struggling over limited amounts of water, limited amounts of land to grow their crops, and you’re going to see all kinds of international conflict.”

Sanders said at the second Democratic debate in Iowa that climate change poses the biggest threat to America’s national security and to security of the world.

Sanders also argued that the growth of national terrorism and instability in the Middle East was caused by the invasion of Iraq.

“I would argue that the disastrous invasion of Iraq, something that I strongly opposed, has unraveled the region completely and led to the rise of Al Qaeda and to ISIS,” Sanders said.

When Sanders was asked his thoughts about Hillary Clinton’s vote for the Iraq war he added: ” I don’t think any sensible person would disagree that the invasion of Iraq led to the massive level of instability we are seeing right now.”

“I think that was one of the worst foreign policy blunders in the more than history of the United States,” hr [sic] claimed.

Despite the deadly attacks carried out by terrorists linked to the Islamic State, the U.N. has no plans to cancel the summit. U.N. and French officials likely see the summit as too important to cancel even in the wake of these shocking attacks. (RELATED: French Authorities Secure Concert Hall: 12 Freed, 118 Dead)

Indeed, many world leaders believe fighting global warming is a bigger long-term threat than terrorism. Minister Fabius himself warned that “climate change is a threat to peace” and a greater threat than terrorism.

“Terrorism is significant, but naked hunger is as significant as terrorism,” Fabius said in a speech last month. “And the relationship between terrorist activities and naked hunger are obvious. If you look at the vectors of recruitment into terrorist cells, most of the most vulnerable are hunger-prone areas.”

President Barack Obama and Secretary of State John Kerry have also claimed on numerous occasions there is “no greater threat” than global warming facing Americans or the world. “I am convinced that no challenge poses a greater threat to our future and future generations than a changing climate,” Obama said in a speech in August announcing new regulations on power plants.

“The Pentagon says that climate change poses immediate risks to our national security. We should act like it,” Obama said in his State of the Union speech in January.

Obama has made signing a global climate treaty a major effort during his second term. The president clearly wants such a treaty to be a part of his legacy. The administration has been touting its environmental policies in recent months, claiming that reducing CO2 emissions could even help avoid violent conflicts like the Syrian civil war.

“It is not a coincidence that immediately prior to the civil war in Syria, the country experienced the worst drought on record,” Kerry said in a recent speech. “Now, I’m not telling you that the crisis in Syria was caused by climate change,” but global warming “clearly made a bad situation a lot worse.”

For those in Paris, however, global warming is not likely on their minds in the wake of Islamic State terror attacks that killed more than 120 people and injured many more Friday night. Gunmen yelling “Allahu Akbar” and “this is for Syria” attacked six locations across the city, using firearms and explosives to inflict destruction and chaos on unsuspecting innocents.

Obama and Kerry are still expected to attend the climate summit November 30th despite the Paris attacks. Though U.N. organizers are still assessing the situation and the security risks of having so many world leaders in one place.

“The government will decide on the action to be taken,” Pierre-Henri Guignard, secretary-general of the climate summit, told the French paper Le Monde. France had plans to set up border checks ahead of the conference, and some 30,000 police officers were set to provide security for the summit. Some 40,000 people are expected to attend the climate summit later this month. The U.N’s top global warming official expressed her “deep pain” in the wake of the attacks, but Christiana Figueres said nothing about cancelling the climate summit that’s expected to yield a global treaty to cut carbon dioxide emissions….

I recently went to my local AMC theater to watch the film Goosebumps. It is a film that attracts children and their families. Before the film began an advertisement sponsored by The Global Goals for Sustainable Development appeared on the screen.

I understand that AMC Theaters runs ads to increase its revenues, however, this is the first ad that I have seen that targets children and promotes Socialism, sustainable development, fighting climate change, promoting social justice and gender equality. Perhaps AMC should review their advertising policy?

The ad (below) is titled “Project Everyone.” It targets young children.

According to Project Everyone the ad, “Is founded on the principles of ending injustice, ending extreme poverty and fighting climate change. In preparation of the UN’s Global Goals announcement in September, world renown ad agency, BBH and animation studio, Aardman have joined forces to create the first global cinema campaign for worldwide release.” This and other ads by Global Goals are playing in theaters world-wide.

This socialist propaganda must be understood for what it is – the destruction of freedom and capitalism. Parents must be forewarned to tell their children that the United Nations Agenda 21 is not in their best interests and will lead inextricably to tyranny.

Catholic bishops call for ‘complete decarbonization’ by 2050, silent on Muslim slaughter of Christians

Complete decarbonization? You first, fellas. No more jetting to Rome to cause trouble for everyone by canonizing hard-Left Democratic Party policies. And let’s see you portly prelates start bicycling from parish to parish — no more driving for you, McManus. That wouldn’t be a bad thing at all.

While the bishops call for this destruction of the global economy, they continue to ignore a genuine and growing threat from the global jihad.  Syriac Catholic Patriarch Ignatius Ephrem Joseph III Younan recently appealed to the West “not to forget the Christians in the Middle East.” And he is not the only one. “Why, we ask the western world, why not raise one’s voice over so much ferocity and injustice?” asked Cardinal Angelo Bagnasco, the head of the Italian Bishops Conference (CEI). The Melkite Greek Catholic Patriarch Gregory III has also said: “I do not understand why the world does not raise its voice against such acts of brutality.”

I do. It’s because the bishops in the West believe that the spurious and self-defeating “dialogue” they’re conducting requires them to be silent about Muslim persecution of Christians: “Talk about extreme, militant Islamists and the atrocities that they have perpetrated globally might undercut the positive achievements that we Catholics have attained in our inter-religious dialogue with devout Muslims.” — Robert McManus, Roman Catholic Bishop of Worcester, Massachusetts, February 8, 2013

That’s why bishops such as McManus, Kevin Farrell of Dallas, Jaime Soto of Sacramento and others move actively to silence and demonize voices that tell the truth about this persecution. Meanwhile, their “dialogue” hasn’t persuaded a single jihadi to lay down his arms. Nor has it prevented a single Christian from being murdered by Muslims in pursuit of that jihad. Nor has it kept a single church from destruction at the hands of those jihadis.

The Church could have and should have been a voice for a genuinely charitable response to the jihad threat, and a robust defense of the value of Judeo-Christian civilization. Instead, it parrots Leftist talking points about climate change.

Bishops launched a global appeal Monday for a break-through at upcoming Paris climate talks, including a “complete decarbonisation” of the world’s economy and more help for poor countries battling the effects of climate change.

The bishops said any agreement “should limit global temperature increases to avoid catastrophic climatic impacts, especially on the most vulnerable communities”.

From across five continents they called “not only for ‘drastic reduction in the emission of carbon dioxide and other toxic gasses’, but also for ending the fossil fuel era”.

The goal should be “complete decarbonisation by mid-century, in order to protect frontline communities suffering from the impacts of climate change, such as those in the Pacific Islands and in coastal regions”.

The November 30-December 11 conference in Paris will be the culmination of six years of work since the ill-fated 2009 Copenhagen climate summit, which failed to lock down significant agreements.

The bishops urged those taking part to “keep in mind not only the technical but particularly the ethical and moral dimensions of climate change” as laid out in the United Nations Framework Convention on Climate Change.

“Those responsible for climate change have responsibilities to assist the most vulnerable in adapting and managing loss and damage and to share the necessary technology and knowhow,” they said in a statement….

France’s top meteorologist Mr  Philippe Verdier has been fired claims in his new book Climat Investigation (Climate Investigation) that leading climatologists and political leaders have “taken the world hostage” with misleading data.

“Every night I address five million French people to talk to you about the wind, the clouds and the sun. And yet there is something important, very important that I haven’t been able to tell you, because it’s neither the time nor the place to do so,” he said in a promotional video.

He added: “We are hostage to a planetary scandal over climate change – a war machine whose aim is to keep us in fear.”

The outspoken views led France 2 to take him off the air this past Monday. “I received a letter telling me not to come. I’m in shock,” he told RTL radio reporters. “This is a direct extension of what I say in my book, namely that any contrary views must be eliminated.”

What? Susan Rice Blames Syrian Muslim Jihad on Climate Change

There was a massive movement from rural areas to urban centers in the early 20th century in the U.S. Yet it did not create anything like the Islamic State. Rice’s is a pseudo-analysis that sounds superficially plausible until one realizes that it depends for its appearance of cogency on a proposition she denies: that Islamic texts, and the clerics who teach from them, incite believers to violence. For without the influence of those texts, there would be no necessary reason why the movement to urban centers would have touched off the present conflict we see in Syria.

In her most dramatic speech to date about climate change, National Security Advisor Susan Rice suggests climate change was partially responsible for the conflict in Syria and represents a looming threat to the entire world.

An alarmed Rice warned that climate change was “an advancing menace” that portended doom for the nations around the world.

“Today, we face no greater long-term challenge than climate change, an advancing menace that imperils so many of the other things we hope to achieve,” she said according to advance text of her speech.

Rice echoed many themes promulgated by the Obama administration but ratcheted up the alarmist rhetoric to a fever pitch.

“Consider the impacts—to the global economy and to our shared security—when rising seas begin to swallow nations whole,” she explained while discussing rising sea levels of “as much as 20 feet.”…

Federal Court to EPA: Stop Enforcing Water Rule

A federal appeals court delivered a big blow to the Obama administration’s attempts to use federal water regulations to amass unprecedented control over land use, The Wall Street Journal reports [subscription required]:

A federal appeals court on Friday issued a nationwide stay blocking a new Environmental Protection Agency regulation that seeks to expand the amount of water and wetlands under federal protection.

The Cincinnati-based U.S. Circuit Court of Appeals for the Sixth Circuit, in a split ruling, said it was prudent to block the regulation while litigation continued over whether the Obama administration’s effort was legal.

“A stay temporarily silences the whirlwind of confusion that springs from uncertainty about the requirements of the new rule and whether they will survive legal testing,” the court said.

The court’s order was a preliminary boost for a group of 18 states that challenged the EPA regulation, which seeks to add smaller bodies of water under federal water rules.

“The sheer breadth of the ripple effects caused by the Rule’s definitional changes counsels strongly in favor of maintaining the status quo for the time being,” the court wrote. Therefore, EPA will have to stop implementing its Waters of the U.S. (WOTUS) rule until further actions by the court.

“We should resolve the legality of the rule before having to fund the implementation of a very expensive, illegal rule,” said William Kovacs, U.S. Chamber Senior Vice President, Environment, Technology & Regulatory Affairs.

In issuing the stay, the court concluded that there’s a good chance EPA’s regulatory overreach is illegal, writing that opponents of the water rule “met their burden of showing a substantial possibility of success on the merits.”

A federal judge in North Dakota came to a similar conclusion when blocking WOTUS in August.

The Sixth Circuit Court questioned whether WOTUS fits with previous Supreme Court rulings. As I explained in July, Supreme Court Justice Kennedy’s 2006 Rapanos opinion created the “significant nexus” test for determining a federally-regulated body of water:

In order to be considered a navigable water, a body of water must “significantly affect the chemical, physical, and biological integrity” of “waters that are or were navigable in fact or that could reasonably be so made.”

“[I]t is far from clear that the new Rule’s distance limitations are harmonious with” Justice Kenney’s opinion, the court stated.

The court was also critical of how EPA and the Army Corps of Engineers developed the final regulation, stating, “the rulemaking process by which the distance limitations were adopted is facially suspect,” and that EPA didn’t identify “specific scientific support substantiating the reasonableness” of its standards.

To use one example, under WOTUS, the federal government is claiming jurisdiction over waters, including ditches, canals, ponds, and wetlands, as far as 4,000 feet from a navigable water. That amounts to nearly every body of water in the United States. Any action that “pollutes” these waters, such as filling in a ditch or pulling weeds (activities an average person wouldn’t consider to be polluting) requires a costly federal land use permit.

This makes it that much harder for farmers, home developers, small businesses, factories, and pretty much anyone who owns land to complete projects that can create jobs, generate economic growth, and better peoples’ lives.
