Trump’s Border Czar Has a Smart Surprise for Sanctuary Cities Trying to Hide Criminals

Editor’s note: This is an excerpt of an interview with President Donald Trump’s border czar Tom Homan by the Daily Signal’s Senior National Security and Legal Analyst Mehek Cooke.

Mehek Cooke: Well, let’s expand on that, because I look at sanctuary cities today, and the worst offenders—that’s who I really want to get down to.

I’m watching New York Democrats today, and they are moving to limit local cooperation with [Immigration and Customs Enforcement]. They’re moving to restrict you and ban you and ICE officers from even wearing masks, as I’ve seen a massive surge in the type of violence that’s coming out against ICE officers.

What can we do to ensure that ICE can do their jobs?

As we’re having Democrats in New York, even Boston … I mean, you talked about lawsuits. I’m seeing a lawsuit there where a judge is skeptical of authority. This clash between federal enforcement and local. How can we make sure that we can prevent a Minnesota?

Because that’s where we don’t need to be, but I’m telling you, we’re watching this. Democrats are trying to corner this administration to make another flashpoint and an issue in the next sanctuary city.

So, what can we do to reduce that?

Tom Homan: A couple things. First of all, you know, good luck with the law of banning masks. Federal law always trumps state and local law. And while threats are up over 8,000%, masks is a non-starter, so good luck enforcing that.

Second thing is, you talk about New York. You know, I met with Governor Hochul a couple months ago, and I told her about what happened in Minnesota, that, you know, we were able to draw some resources out of Minnesota because the local jails cooperated with us.

And I told her the same thing, because I knew this legislation was coming. I said, Look, you end cooperation in the jails, we’re going to have to send more agents to do the job, because now rather than one agent arresting one bad guy in the jail, which is safer for the agent, safer for the alien, safer for the community, of course, you’re going to release him. Now we got to send a whole team, six or seven agents, to go find him. So, it’s going to result more agents in the community.

Totally briefed on the whole thing, but she decided to go ahead and do it anyways. Well, I made a statement that we’re going to send more agents to New York. We have to as a response to this to go arrest those public safety threats.

I also told her there’s going to be two things you [she] may not like.

No. 1, in addition to more agents in your communities, that’s going to mean, one, that when we find the bad guy, and we usually do, they may be with others, that weren’t a criminal target, but they’re in the country illegally. Well, guess what? We’re going to arrest them, too. We’re not going to turn a blind eye to illegal immigration, which means there’ll be more collateral arrests because of your decision to force us in the community.

And, second of all, part of her legislation prevents ICE from leasing beds, from sheriffs across the state, which we use a lot of those beds.

That means every illegal alien we arrest, we’re simply going to fly out of state to New York or Arizona or Florida, one of those states, because we’re going to detain them. We’re going to arrest them, we’re going to detain them. And so you wanna lock us out of New York jails for detention, then we’ll simply fly them out.

And I explained to her, how does that benefit the people you’re saying you’re trying to protect? How does that protect the immigrant community, moving them away from their family and their attorneys while they go through the immigration proceedings? It doesn’t.

So look, this is just a political spitball and you know, it’s… They’re not going to stop us from doing what we’re doing. We’re just going to have to do more of it now because of those, the legislation that was passed.

Cooke: But what’s the motivation here, Director? What is the true motivation here? Because you worked for the deporter-in-chief. You worked under President Obama.

Is it because we have a different president and his name is Donald J. Trump?

Like, what is the motivation where you’re going, to get so much pushback for common sense? If the truth is, whether it’s Governor Hochul or any other governor in America, their first duty is to protect citizens. Why are you getting so much pushback to remove illegal criminals off of our streets? What’s the real motivation for Democrats?

Homan: Well, you, just said it. They hate Trump more than they care about their communities. They don’t want President Trump to get a win.

Second reason is we’re spoiling their long-term plan. They got a long-term strategy here. Open the border up, release millions of people into the United States to go to sanctuary cities.

But remember, when Biden opened the border, he also overturned the Trump census rule, which illegal aliens would be counted in the next census. So they think, you know, send millions to sanctuary cities, the next census is done, it’s going to result in more seats in the House for the Democrats. They sold this country’s national security out for future political benefit.

Plus they think these millions will be, you know, future Democratic voters. That’s why they’re putting all the roadblocks up, because they’re hoping before we can move too many, another Democratic administration comes in, they award amnesty to millions of people they think are future Democratic voters.

They’re having a fit right now because we’re removing record numbers of people that they don’t want removed, because they, like I said, they’ve got a long-term plan.

So, well, I got a surprise for them. We’re going to keep removing people. We’re going to keep arresting record numbers, because that’s what President Trump was elected for.

And the reason there’s mass deportation operation, because there’s a mass illegal immigration crisis on the border, so the appropriate law enforcement response to that is a mass deportation program, and that’s why we’re doing it. They set the stage. We’re responding to their incompetence the last four years.

Cooke: So, you’re saying there’s a clear choice today for any sanctuary jurisdiction. You either cooperate with ICE or you’re going to put more boots on the ground. Is that accurate?

Homan: Absolutely. And let me say this, because they like to say, sanctuary cities, we’re a welcoming community because we want illegal aliens who are victims and witnesses of a crime to feel safe coming to law enforcement to report those crimes without fear of working with ICE.

That is such a false narrative because we’re not looking to talk to the victim witness of crime. We’re looking to talk to the person you locked in a jail cell. That’s who we want access to.

But at the same time, this, they’re the ones that are pushing the false, narrative about ICE officers separating families, arresting people in churches, arresting people in elementary schools, arresting people in hospitals.

They’re putting fear in immigrant communities.

Mm-hmm.

If they’re honest with them, that ICE has never arrested somebody in a church. We’ve never arrested somebody in an elementary school. We’ve never arrested someone in a hospital.

They won’t say that because there’ll be less fear in the immigrant community, so they’re playing both sides.

They want to say, well, they’re afraid to come report crimes, but the reason they’re afraid is because the false narrative you put up against ICE.

Let’s be clear. If they went to the immigrant community and asked them a simple question, would you rather have ICE operating in the jail? Or would you want ICE in the community?

The community’s going to say the jail every time.

Cooke: Right.

Homan: So, they’re lying to the American people. Sanctuary cities are sanctuaries for criminals, hard stop. It isn’t about protecting victims and witnesses, it’s about protecting criminals, and that’s what you’re doing.

White House Border Czar: ‘Amnesty Is Off The Table’

The White House border czar Tom Homan said in a press conference shared online Thursday that the Trump administration was not considering amnesty for illegal immigrants.

Homan, responding to a question about whether illegal immigrants under the Deferred Action for Childhood Arrivals (DACA) policy — also called Dreamers — would be deported when mass deportations resume, said, “If you’re in the country illegally, you got a problem,” according to a C-SPAN 3 video.

“Someone saying I made a comment about the discussions going on about amnesty. I said from day one, I’ll say it again … President Trump said amnesty is off the table. I support that. I don’t think amnesty should be on the table,” he added.

That the activities of Immigration and Customs Enforcement (ICE) no longer appear to dominate the headlines does not signify that the Trump administration has backtracked on its plan to deport illegal immigrants en masse, Homan said in an exclusive interview with CBS News Tuesday. “The numbers have dipped slightly, I think, 12%, because the government’s shut down,” he told the outlet.

He said the ICE operations in Minneapolis, Minnesota, were not perfect and he had to make corrections upon his deployment there by the administration. Those moves led to “unprecedented support from county jails across the state that we didn’t have before,” he added.

Homan went to Minnesota in January in the wake of the shootings of Alex Pretti and Renee Good. He previously stated that he had meetings with various officials, including Democratic Minnesota Gov. Tim Walz.

“We got the bad guy in the safety and security of the jail. Which means we didn’t have to go to the street to find him, right? So you send a whole team of six or seven guys to go find this person, and things were so elevated, the hate and the violence was so elevated. Now we got to send a security team to back up the jobs team,” he told the outlet.

Homan told FOX News Thursday that the administration was keen to deport every illegal alien, while prioritizing deportation for criminal illegal aliens, to “send a message to the whole world” that illegal immigration is criminal.

“About 60 percent of those we are arresting are criminals. 40 percent are non-criminals. I like that calculation! I think 60 criminal, 40 non-criminal is better than 40 criminal, 60 non-criminal,” he told the outlet.

He also pledged to send more agents to New York and slammed sanctuary cities as “dangerous.”

How Trump’s ICE Built Nationwide Police Alliance Right Under Democrats’ Noses

President Donald Trump dramatically expanded a little-known program allowing local law enforcement to assist deportation operations even in liberal states, documents show.

Since 2019, more than 1,350 local agencies have penned agreements with Immigration and Customs Enforcement (ICE), including 68 from Democratic states and 88 in swing states, a Daily Caller News Foundation analysis of ICE records found. Liberal activists and officials are coming up with ways to thwart the contracts, known as 287(g) agreements, after Trump’s officials gained a foothold for ICE around the country under his first and second terms.

The 287(g) contracts are “the most effective tools [ICE] agents can use to integrate with local and state law enforcement,” Chad Wolf, former Department of Homeland Security (DHS) head in Trump’s first term, told the DCNF. He now leads homeland security and immigration policy at the America First Policy Institute, a conservative think tank.

Democrats and groups such as the American Civil Liberties Union (ACLU) argue that local law enforcement should focus on local offenses, while supporters of 287(g) partnerships say they let ICE take migrants from jails without hunting them down in neighborhoods.

Building The Deportation Machine

Congress created the 287(g) program through a 1996 law, years before the Bush administration formed the first agreement in 2002 during its post-9/11 counterterrorism efforts. ICE later grew the 287(g) program from 35 jurisdictions to nearly 150 under Wolf’s leadership, he noted in comments to the DCNF.

The contracts fall into three categories: one allowing jail authorities to identify and transfer deportable migrant inmates to ICE, another letting police interrogate or arrest based on immigration violations during normal duties, and a third that involves ICE training officers to execute immigration warrants on migrants in jail.

“The agreements force-multiply immigration enforcement and create safer conditions for federal agents, local law enforcement, and detainees,” Wolf said.

Former President Joe Biden acted against 287(g) contracts “to open our borders and limit immigration enforcement,” Wolf said. Biden’s officials put a freeze on any new contracts while terminating others, according to an archived ICE webpage. ICE’s current database shows no ongoing agreements began under Biden.

“Today, federal officers are faced with the enormous task of locating, detaining and removing millions of people — many of whom are criminals — that came in under Biden,” Wolf told the DCNF. “Sanctuary cities refuse to cooperate with ICE, and in cases like Minneapolis, residents violently protest their presence.”

Trump’s second term has produced more than 1,000 287(g) partnerships in 2025 and over 100 in 2026 so far, ICE records show. Local law enforcement under 287(g) agreements helped ICE locate convicted child rapists, other sex offendersmurderersdrug traffickers and other criminals since Trump’s return to office, according to monthly ICE reports.

“We have had tremendous success when local law enforcement work with us including 40,000 arrests in Florida,” DHS spokesperson Tricia McLaughlin told the DCNF.

“Elected officials who refuse to cooperate with DHS law enforcement are wasting law enforcement time, energy, and resources, while putting their own constituents in danger,” McLaughlin said.

Anti-ICE Left Gets Wise

Washington State, Oregon, California, Illinois, New Jersey, Connecticut, Maine and New Mexico already have state-level policies banning 287(g) partnerships, ICE’s website and state records show. Democrats in other states aim to follow suit.

Maryland’s Democrat-led legislature passed legislation on Tuesday that would ban the contracts despite nine local agencies signing them, and Democratic Maryland Gov. Wes Moore said on Friday that he is “looking forward to” approving it, local media outlets reported. “We are going to do everything in our power to keep people safe, but that does not mean deputizing the people who are keeping people safe to go perform functions by a rogue ICE agency,” Moore reportedly said.

Democrats in Massachusetts and New York also proposed bills to abolish the ICE agreements in 2025.

Other liberal governors are taking action on their own. Democratic Massachusetts Gov. Maura Healey, whose state has a 287(g) jail partnership established in 2020, signed a January executive order telling state agencies not to sign new ones unless they are “based on a specific, articulable public safety risk or need” and expire after 12 months. Democratic Virginia Gov. Abigail Spanberger ordered state law enforcement agencies on Feb. 4 to scrap the five 287(g) agreements they signed in 2025 under former Republican Virginia Gov. Glenn Youngkin.

Spanberger cannot get rid of the others signed in 2025 by twenty-five county sheriff’s offices and two county jail authorities. However, Democrat-backed legislation would bar Virginia law enforcement from signing the contracts without agreeing to several restrictions on ICE, such as a provision barring ICE from inquiring about someone’s immigration status without a judicial warrant or subpoena.

The ACLU also sued law enforcement in NevadaNew YorkPennsylvania and Minnesota in 2025 over the contracts, according to the group’s announcements and court records. The Teller County Sheriff’s Office in Colorado also settled an ACLU lawsuit by agreeing that its participation in the ICE program since 2020 was unlawful and accepting new restrictions, hampering Colorado’s only active 287(g) agreement, the ACLU announced in January 2025.

Two sheriffs in Minnesota counties also voided their 287(g) contracts after a non-binding December opinion from Democratic Minnesota Attorney General Keith Ellison that attacked their legality, local media reported.

If states critical of ICE want to avoid encounters with agents in the streets — like those involving Minnesota protesters — they should welcome the system ICE is offering, Wolf told the DCNF.

“If states chose to partner with ICE through 287(g) agreements, ICE could focus on taking custody of illegal aliens in a safer jail setting, rather than conducting operations in local communities where the possibility of violence is amplified,” the former Trump appointee said.

A Somali Minnesota college student has come under fire for threatening to “pop” ICE agents in an expletive-laden viral social media rant.

Hasan Mohamed was blasted after he posted the menacing anti-ICE tirade on social media, where he vowed to shoot immigration agents the next time they show up in his Owatonna neighborhood.

“ICE, I actually heard you guys pulled up to Owatonna, the big O, and you pulled up when I was not there? Y’all so p–s-ass s–t, boy. You’re gonna get popped next time I see you,” he raged in the clip.

“Bring the whole cavalry. Yeah, boy, you guys are scared.”…

Sanctuary State Illinois Releases Nearly 1,800 Violent Illegal Immigrants

Since the beginning of President Donald Trump’s second term to present day, Illinois’s sanctuary state policies have led to the release of nearly 1,800 illegal immigrants. Their crimes, however, are not limited to illegally crossing the border, but also include charges of murder, assault, burglary, robbery, and sex crimes.

This data was released by Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons on Monday. According to a press release from the Department of Homeland Security (DHS), Illinois officials have already failed “to honor ICE detainers,” which has “resulted in the release of 1,768 criminal illegal aliens since January 20.” The crimes of these convicted immigrants, many of whom are now roaming free within the state (or elsewhere), include the following: five charges of homicide, 141 charges of assault, 23 charges of burglary, four charges of robbery, 24 charges of dangerous drugs offenses, 15 charges of weapons offenses, and 10 charges of sexual predatory offenses.

As the DHS went on to highlight, “There are currently 4,015 aliens in the custody of an Illinois jurisdiction with an active detainer. The crimes of these aliens include 51 homicides, 1,134 assaults, 107 burglaries, 36 robberies, 275 dangerous drugs offenses, 120 weapons offenses, and 813 sexual predatory offenses.” Some egregious cases, as emphasized by the DHS, of illegal immigrants released by Governor Pritzker and other state sanctuary politicians, include:

  • Victor Manuel Mendoza-Garcia — “arrested and convicted for 3 counts of aggravated kidnapping/ransom and sentenced to 18 years in [the] Illinois Department of Corrections in Cook County Court in Illinois. ICE’s detainer for Mendoza-Garcia was not honored. On November 12, ICE arrested Mendoza-Garcia where he remains in ICE custody.”
  • Juan Alberto Caro Marin — arrested and convicted of aggravated criminal sexual abuse/victim/family and sentenced to six years in [the] Illinois Department of Corrections. ICE’s detainer for Caro Marin was not honored. On November 9, ICE arrested Caro Marin where he is currently in ICE custody.
  • Amilcar Waldo Gonzalez-Jimenez — “arrested and convicted for 1 count of driving under the influence and domestic battery and 2 counts of criminal sexual assault. ICE’s detainer for Gonzalez-Jimenez was not honored. On November 13, ICE arrested Gonzalez-Jimenez.”
  • Jose Manuel Fuentes-Vargas — “arrested for domestic battery, violation of protection order, and convicted of sexual assault of a victim less than 13 years of age. ICE’s detainer for Fuentes-Vargas was not honored. On October 30, ICE arrested Fuentes-Vargas where he is currently in ICE custody.”

Several other examples put forth by the department included criminals who targeted children. Notably, Illinois Attorney General Kwame Raoul (D) received a letter from ICE in September. The agency requested state officials cooperate with ICE efforts to detain illegals, but Raoul’s office never responded.

As part of the newly released data, Assistant Secretary of the DHS Tricia McLaughlin asserted that “Governor Pritzker and his fellow Illinois sanctuary politicians are releasing murderers, pedophiles, and kidnappers back into our neighborhoods and putting American lives at risk.” She called “on Governor Pritzker and his administration to stop this dangerous derangement and commit to honoring the ICE arrest detainers of the more than 4,000 criminal illegal aliens in Illinois’ custody. It is common sense. Criminal illegal aliens should not be released back onto our streets to terrorize more innocent Americans.”

According to a letter from Lyons shared with Fox News, Illinois has “tens of thousands of criminal illegal aliens” in custody that Lyons urged “should be swiftly removed from the United States and not be returned to our streets to wreak havoc on law-abiding citizens.”

As Erin Schniederjan, research assistant for Homeland Security, shared with The Washington Stand, “Illinois should repeal the TRUST Act, in which doing so would allow local law enforcement to participate in federal immigration enforcement. Illinois residents should also be empowered to sue state officials who obstruct federal law enforcement. The new ICE-out legislation Governor Pritzker just signed facilitates residents to sue federal law enforcement for enforcing federal immigration law, but Illinois residents still can’t hold state officials accountable for obstructing federal law enforcement.”

As Schniederjan went on to explain, “Sanctuary policies allow illegal aliens to be protected, and unrightfully so. Protecting illegal aliens, many of them being violent criminals, only puts communities at risk. Think of all of the crimes that could have been prevented and people that would still be with us if sanctuary policies didn’t exist.” Ultimately, she added, “If Illinois and other states alike actually cared about their residents, they would work with federal law enforcement to remove the illegal aliens who have no right to be here in the first place.”

Schniederjan concluded by calling for accountability: “The federal government can hold states accountable for harboring illegal aliens by revoking state and city funding.” Otherwise, “sanctuary jurisdictions will prioritize illegal aliens over their own citizens to maintain political power.”

EXCLUSIVE: Meet The Worst Criminals ICE Arrested This Week … So Far

As Immigration and Customs Enforcement (ICE) has been conducting raids across the country, illegal immigrants, criminals and gang members have been taken in en masse, with several big arrests occurring Monday alone, the Daily Caller has learned.

As of Jan. 29, ICE has made a minimum of 4,829 arrests since President Donald Trump was inaugurated and the widespread raids began, according to NBC News. In the last week of January, the Trump administration was averaging 753 arrests per day. Though the number of total arrests Monday is so far unclear, ICE arrested several big criminals, including an MS-13 gang member, the Daily Caller has learned.

ICE Corpus Christi arrested Sergio Arquimides Pineda on Monday, an aggravated felon and MS-13 gang member who was in the U.S. illegally, a White House official told the Caller.

Pineda, who was criminally convicted for assault, was first ordered for removal by an immigration judge in May 2015 and had an outstanding order of deportation for failing to appear at his immigration hearing, according to the information shared with the Caller. He has since been processed for removal and will remain in ICE custody.

On Monday, ICE Miami arrested Cuban citizen Dario Gonzalez, who had previously been convicted and sentenced to ten years in prison for lewd or lascivious acts with a minor, the White House official shared with the Caller. Also previously sentenced to ten years in prison but arrested on Monday was Silvester Kagwe Akola, a citizen of Kenya who was taken in by ICE Baltimore, the Caller learned. Akola had previously been convicted of robbery.

Also on Monday, ICE Houston arrested Mexican citizen Jorge Hernandez, who was previously convicted of sexual assault and sentenced to five years in prison, the official told the Caller.

The White House’s Twitter account announced other major arrests that came Monday in the raids, including the arrest of Ciro Teodoro-Rivera, a Mexican national and registered sex offender who was found in Cincinnati, Ohio. Teodoro-Rivera reentered the country illegally without being admitted, and had previous convictions for sexual imposition and aggravated assault, the tweet explains.

In Dallas, on Monday, ICE arrested Guatemala citizen Juan Ramos-Alonzo, who had been convicted of lewd or lascivious acts with a minor and sentenced to 25 years in prison, the White House Twitter account shared.

ICE Chicago arrested Mexican citizen Jose Miguel Perez-Perez, who had previously been convicted of sexual assault of a child and sentenced to 6 months in jail, according to the White House.

Trump campaigned on the promise to conduct the largest mass deportation operation in the country’s history. In the first few weeks of the Trump administration, daily ICE arrests have increased and deportation officers have taken enforcement actions in more areas across the country.

Under the Biden administration, there were roughly 8.5 million migrant encounters along the southern border, an era of unprecedented illegal immigration into the country. According to Customs and Border Protection data, Border Patrol agents made nearly 120,000 encounters specifically with criminal non-citizens during Biden’s time in office.

Richmond, Virginia: Illegal Aliens Plotted to ‘Shoot Up’ a 4th of July Celebration

Welcome to Joe Biden’s unvetted, open-door immigration free-for-all. Illegals of all stripes continue to flood the Southern border as Republican Texas Governor Greg Abbott grapples with Democrat open immigration policy. Last Friday, Abbott shipped off a 10th busload of illegal immigrants to Washington, DC. Abbott stated: “Thanks to the state of Texas, President Biden will be able to immediately meet the needs of migrants he is allowing to cross our border by busing them to his backyard.”

Abbott just signed an executive order empowering his state police and the Texas National Guard to arrest illegal immigrants and take them right back to the U.S.-Mexico border.

The July 4th mass shooting plot by the two illegal Guatemalan nationals was thwarted after an American “hero citizen overheard a conversation about the plot and subsequently called the police.”

It isn’t the irresponsible politicians such as Joe Biden and his Democrats who are in danger due to their own reckless policies. It is American citizens who don’t have security provided for them 24-7.

Woke leaders have decided that opposition to irresponsible immigration is “anti-immigrant” and “racist.” They consistently pretend that the concept of sensible immigration is foreign to them, as they dismantle the West from within.

The pair of suspects arrested for allegedly plotting to “shoot up” a Fourth of July celebration in Richmond, Virginia — thwarted by an American citizen — are illegal aliens, court records state.

On Wednesday, as Breitbart News reported, the Richmond Police Department announced the arrests of Guatemalan nationals 52-year-old illegal alien Julio Alvardo Dubon and 38-year-old illegal alien Rolman Balacarcel Ac for allegedly plotting a mass shooting at the city’s July 4th celebration.

According to Police Chief Gerald Smith, Dubon and Ac’s plan was thwarted thanks to an American “hero citizen” who overheard a conversation about the plot and subsequently called the police.

Court records, reviewed by the Associated Press (AP), identify both Dubon and Ac as illegal aliens living in the U.S. Specifically, Dubon had been living in the U.S. on an expired visa, as millions often do:

Police spokesperson Tracy Walker said both men are from Guatemala. Initial documents filed in General District Court in Richmond say both Alvarado-Dubon and Balacarcel are not in the U.S. legally. The documents, which say Alvarado-Dubon has an expired visa, did not include any details about the alleged plot.

Immigration and Customs Enforcement (ICE) confirmed to Breitbart News that agents have lodged detainers on both illegal aliens so that they will be turned over to the agency for arrest and deportation when they are released from local police custody.

Likewise, ICE agents confirmed that Ac is a twice-deported illegal alien who was previously deported in October 2013 and then later in August 2014….
