Fox News’ Mike Emmanuel reports on a Fairfax County, Virginia, twice-convicted sex offender who was allowed to work for nearly two years before being fired.

Nearly 270 public educators were arrested on child sex-related crimes in the U.S. in the first nine months of this year, ranging from grooming to raping underage students.

An analysis conducted by Fox News Digital found that from Jan. 1 to Sept. 30, at least 269 educators were arrested, which works out to roughly one arrest a day.

The 269 educators included four principals, two assistant principals, 226 teachers, 20 teacher’s aides and 17 substitute teachers.

At least 199 of the arrests, or 74%, involved alleged crimes against students.

The analysis looked at local news stories week by week featuring arrests of K-12 principals, assistant principals, teachers, substitute teachers and teachers’ aides on child sex-related crimes in school districts across the country. Arrests that weren’t publicized were not counted in the analysis, meaning the true number may well be higher.

Only 43 of the alleged crimes, or 16%, did not involve students. It is not known whether another 10% of the alleged crimes involved students.

Men also made up the vast majority, with over 80% of the arrests.

There are an estimated 3.2 million public school teachers in the country, meaning the arrests compiled by Fox News Digital make up only 0.0084%.

“The number of teachers arrested for child sex abuse is just the tip of the iceberg — much as it was for the Catholic Church prior to widespread exposure and investigation in the early 2000s,” Christopher Rufo, a senior fellow at the Manhattan Institute, said in a statement to Fox News Digital. “The best available academic research, published by the Department of Education, suggests that nearly 10% of public school students suffer from physical abuse between kindergarten and twelfth grade.”

“According to that research, the scale of sexual abuse in the public schools is nearly 100 times greater than that of the Catholic Church,” he said. “The question for critics who seek to downplay the extent of public-school sexual abuse is this: How many arrests need to happen before you consider it a problem? How many children need to be sexually abused by teachers before you consider it a crisis?”

Many of the arrests in Fox News Digital’s latest analysis involved especially heinous allegations.

Eugene Pratt, 57, a former principal, elementary school teacher and coach who taught at-risk youth in multiple Michigan public schools, was charged with first-degree criminal sexual conduct in August. He is accused of sexually assaulting at least 15 boys and young adult men during his education career spanning several decades.

Genesee County Sheriff Chris Swanson, whose office is investigating Pratt, told ClickOnDetroit in August that sexual predators often put themselves in a supervisory position so that they have easy access to victims.

“When you see positions that he held that involve being a principal, school administrator, counselor, GED coordinator, and even after he taught, where he was arrested last week out of New Paths, as a driver, as a transport officer,” Swanson said. “Individuals like Eugene Pratt put themselves in positions of authority over others in order to act on their prey and to find and identify vulnerable people.”

The Duggars Next Door

Hidden from relatives, communities, schools, and neighbors, incest is underreported, underrecognized, and often goes unpunished, leaving child victims to suffer in silence and adult survivors to manifest myriad psychosocial problems (Daie, Witztum, & Eleff, 1989).

There was a time well into my middle age and decades after I had been teaching children in public and private schools when I had never heard of the term “sibling incest” and, quite frankly, never even imagined such incidents.  I never dreamed that there were Duggars next door, and most of my naïve friends still have no concept of the depth and breadth and prevalence of the Duggars next door – genuinely hardworking families that bear horrendous secrets, normally to their graves.

When my husband and I, both with doctorates and very well read, launched a new life by bringing into our home a family of children to adopt, we took every required course, completed every assignment, and asked every question we could think of, except, “What do we do when our new little children are attempting to make sexual contact with each other?”

We did not ask the question because we did not comprehend the possibility of such a crisis.  Yes, it is a crisis when you must hire at least two babysitters anytime you have a meeting, in order to separate sexually-active children, ages seven, from each other.  Yes, it is a crisis when you must watch three children closely, carefully, without lapses 24 hours each day.

Tragically, sibling incest could well be next door to you right now, and the young victims are living in trauma, despite the fervent Duggar denials in their media broadcasts.  All childhood sexual contacts are traumatic in the sense that children lose control over their bodies, their personal space, their privacy, and their dignity.  Loss of control is traumatic, especially when a beloved family member rules your body with his or her whims and desires, inflicted upon you in an unguarded moment.  Incest victims must always be on guard, especially in their own homes.

Children who resist are commonly mocked, ridiculed, physically forced into sexual acts, pinned down, rejected, ostracized, threatened, intimidated, harassed, and silenced into painful submission.  If the goal of childhood is independence; then the infliction of sex upon a child is to end childhood, which, indeed, it does.

What about all the child victims who plead for help from their suffering siblings looking on or from adults in positions of authority and power?  The answer to this question is appalling.  Children plead for help and frequently get none, even from officials designated to protect them, especially when the officials believe childhood sex to be “natural.”

Children who plead for help and receive none are scarred deeply and irreparably.  They have been violated by their sibling predators and then abandoned by their trusted adults.  These attacks upon human trust are devastating to the normal development of children.

A true-life example bares the cruelty of sibling incest left unaddressed and still haunts me today.  In one of my cases in which I advocated for several victims of a teenage predator, a young girl was repeatedly abused through multiple types of sexual acts by her much-older and larger brother, who also set fire to her doll.  The mother, upon learning of the abuse, decided to confide the secret sex to her fellow social worker, and they made a pact together to conceal the sexual abuse, which had extended to other young children in the community as well.

Weeks later, the victims were finally blessed to have  hospital staff report the abuse, causing the teenage predator to be arrested, convicted, and put out of contact with his victims, temporarily.  Months thereafter, he was brought, at over six feet tall, by his mother to a youth soccer game at the Indianapolis Jewish Community Center, watching his little victims playing nearby.

Years later, the teenage predator, who was reunified with his sibling victim again living in the same house, posted his deeply-troubled writings on the Internet accompanied by a close-up photo of his friend brandishing an assault rifle:

… you cannot see what I see
that is inside of me.
The monster in me
so corrupted
so hating
so lonely ….
No
no one can see
except maybe me …
the hideous thing
inside of me …
the blackness that surrounds
my soul
the hideous soul
damned for Eternity ….
The voices in my head
they’re so crazy and angry
they fill me with dread
I catch myself wishing me dead
the madness is rising
I’m always despising ….

Today, 10 years later, the Internet postings of this predator are filled with lewd photographs of females and song lyrics and videos depicting bloody scenes and embracing extreme violence, including beheadings.

Recently, one of his victims, now a teenager herself, posted an inappropriate photograph of herself in a frame labeled “Spank me.”  She also posted an electronic communiqué with a friend discussing an upcoming fashion show that she worried might lead to sexual slavery.  Get the picture?

Another victim, now a teenage male, is posted with his real name on the Internet walking in a hot pink mini-skirt, bare midriff, and fur boots with the caption below, “the prostitute.”  Other Internet photographs show him wearing a woman’s leopard lounging outfit dressed like “dancing boys,” who are used to entertain men at affluent parties.

It is your responsibility, if you are living or working in the vicinity of childhood sexuality, to protect the victims with tireless abuse reports or other measures to safeguard the victims; for they know not how to protect themselves, and their own parents may protect the predators instead of the victims.

Protect.  Protect.  Protect.  We cannot accept results like the real-life, real-time consequences I have personally witnessed when sibling incest was left unchecked and community leaders concealed known crimes against children for the sake of preserving false images to the public.

Neither Christians nor Jews can abandon our children in their times of crisis and trauma.  It is our sacred duty and trust to keep them safe from predation always, always, always….

The Porn Factor: The Path from Playboy to Sex Offender Is Well Traveled

In December 1953, Playboy magazine was launched and immediately began normalizing a new world order of autoerotic sexual fantasy. Hugh Hefner (until reading Kinsey in college, a virgin like most single young men) pledged that his “romantic” magazine would turn his “Playboy men” into skillful lovers, readying them for lifelong marriage. Yet his monthly magazine ridiculed virginity and marriage while glamorizing adultery and rape and showing consumers ways to trick women and children into illicit sex.

By 1969, millions of Playboy users, struggling with their unexpected, porn-induced “diminished arousal response,” began eagerly embracing the amplified stimuli offered by Penthouse. This gave us another generation of intimacy and potency challenged men. By 1974, millions of Penthouse users, struggling again with a diminished sexual response, turned to Hustler for help. Hello to yet another generation of arousal-challenged pornography addicts, millions of whom became pushovers for internet pornography. And the addicts were not just grown men. In 1979, psychologist Aaron Hass, in his book Teenage Sexuality, reported that Playboy was commonly sought by juveniles for sex information, advice, values, and mores.

Pornography and Pedophilia

From 1994 to 2007, at least 19 state legislatures in the U.S. passed laws named for a raped and murdered child. In my considered judgment, almost every lust-crime is now energized by pornography. There is plenty of evidence to back me up. For instance, in 1984, FBI Agent Ken Lanning testified about pedophiles’ use of pornography at
a Senate hearing on the “Effect of Pornography on Women and Children”:

Adult pornography is also used, particularly with adolescent boy victims, to arouse and to lower inhibitions  …  A child who is reluctant to engage in sexual activity with an adult or to pose for sexually explicit photos can sometimes be convinced by viewing other children having “fun” participating in the activity … A third major use of child pornography collections is [for] blackmail … If the child threatens to tell his or her parents or the authorities, the existence of sexually explicit photographs can be an effective silencer. The pedophile threatens to show the pictures to parents, friends, or teachers if the child reveals their secret.

John Rabun, then Deputy Director of the National Center for Missing Children, stated at one of the hearings:

100 percent of the arrested pedophiles, child pornographers, pimps, what have you . . . had in their possession at the time of arrest, adult pornography. . . . [It was used] for their own sexual arousal . . . [and] particularly for the pedophiles, was a form of self-validation, “it is OK because I see it in other places. It must be all right, it is published nationally . . .”

On September 16, 1987, before the Select Committee on Children, Youth, and Families in the House of Representatives, legal counselor Alan Sears testified:

In child pornography cases in Los Angeles County, police officers testified that since they began to ask the question, over 95 percent of the children involved in that activity had had pornography used as part of the softening up or the inhibition-lowering process to seduce them and induct them into this activity … [A] substantial number of the men who go on to be abusers were abused children themselves. Pornography plays a significant role in the training of our young people to become sexual abusers.

Detective Lt. Darrell Pope, Commanding Officer of the Michigan State Police Sex Crime Unit, testified at the same hearing:

[I]n 1977, I did a research project where I looked at 38,000 case histories [of sex crimes] and found that 41 percent of those reports indicated that, in fact, pornographic materials were used just prior to or during the actual act. (emphasis added).

Pope interviewed hundreds of sex offenders about their porn use, and “almost to a man,” the reply was: “I used it for one of several reasons: One, to encourage me.” Pope went on:

I can remember talking to one young man who was 19 years old; he said, “It excited me and then I got to thinking about it and I wanted to know how it felt.” … He wanted to know how it felt to rape a woman and kill her … And when we arrested this young man and searched his home, we found a pornographic magazine depicting this very thing that he had done.

Feeding Deviancy 

Move up to 1988. In Thrill Killers: True Portrayals of America’s Most Vicious Murderers, Clifford Linedecker wrote:

[M]ost of the killers indulged themselves in violent and sadistic fantasies. Responding to a request to indicate their primary sexual interest, 81 percent of the men put pornography at the top of the list … I found overwhelming evidence of twisted sexual fantasizing, and addiction to pornography in the backgrounds of many of the killers profiled in this book.

By 1990, Dr. W. L. Marshall wrote in Criminal Neglect: Why Sex Offenders Go Free, that “there is mounting evidence that in susceptible men, the material [pornography] feeds and legitimizes their deviant sexual tendencies.”

And in 1997, John Douglas, an FBI serial-rape profiler, reported that serial-rape murderers are commonly found “with a large pornography collection, either store-bought or homemade … [O]ur research does show that certain types of sadomasochistic and bondageoriented material can fuel the fantasies of those already leaning in that direction.”
And in 2003, Vernon J. Geberth, former Commanding Officer of the Bronx Homicide Task Force, wrote the following in Sex Related Homicide and Death Investigations, a book that should be required reading for those involved in sex-crime analyses:

[M]any of these pornographic depictions … were actually the road map to the offenses that the perpetrators of sex crimes were committing. . . . [T]he plan was in the pornography . . . [it is] the fuel that acts as a catalyst for fantasy-driven behavior … [P]ornography plays an important part in violent sex crimes.

A Late Warning

Back in 1986, then U.S. Surgeon General Dr. C. Everett Koop dubbed pornography a “crushing public health problem … a clear and present danger … blatantly anti-human. … We must oppose it as we oppose all violence and prejudice.” Koop was ignored. We now have the results of three generations of pornography use, arguably sufficient and necessary evidence to get us to start treating all pornography as a clear and present danger, harmful to women and children.

In the summer of 2013, Ariel Castro pled guilty to kidnapping and raping three women whom he held captive in his house in Ohio for a decade. When asked by a judge how good his English was, Castro replied that his comprehension was bad because “my addiction to pornography and my sexual problem has really taken a toll on my mind.” It also took a brutal toll on the lives of three women.

How much more evidence do we need?
