Iran: Deal or No Deal!

Ha…chalk another win up for the Iranians who are making John Kerry and his negotiating team look like novice riders in the Camel Triple Crown! This fiasco is so serious that all Americans should be up in arms and walk away from any deal with this evil, lying nation.

U.S. Senator Marco Rubio (R-FL), a member of the Senate Foreign Relations Committee, commented on the extension of nuclear negotiations with Iran:

Once again, the Obama Administration has given into Iran’s obfuscation and stalling tactics. In April, the President announced to the world that the United States had reached ‘a historic understanding with Iran.’ Now, as the Iranian leadership attempts to walk back the key provisions of that deal, we’re told a few more days are required to negotiate a deal that was supposedly concluded months ago. The events of recent weeks have shown that it is clearer than ever that Iran is not serious about resolving longstanding concerns regarding its illicit nuclear program. Another week of negotiations at this point is just another week for further U.S. concessions. Tehran knows this. Our allies and partners in the Middle East see this because they’ve experienced it before.

“The major points of this agreement are already clear, though there may in the coming days be additional American concessions. We already know that this deal is not in the interests of the United States. It will not keep Americans safer. It will only embolden the world’s foremost sponsor of terrorism as it expands its influence and sows instability across the Middle East. It will provide billions of dollars to a regime that brutalizes its citizens and acts like a criminal gang by kidnapping American citizens and effectively holding them for ransom. If the President were serious about negotiating a deal that advances our security and protects our allies, such as Israel, he would walk away from the table and impose new sanctions on Iran until the regime comes to the table ready to negotiate seriously. If he instead chooses to conclude a deal that ensures that Iran will be a nuclear threshold state, I am confident that a majority of both houses of Congress will join me in opposing it, which will lay the foundation for our next President to undo this disaster.

With some lawmakers chanting “Death to the America”, Iran’s parliament voted to ban access to military sites, documents and scientists as part of a future deal with world powers over its contested nuclear programme.

If ratified, the bill could complicate ongoing talks in Vienna between Iran and the P5+1 group of world powers – the US, Britain, France, Russia, China and Germany – as they face a self-imposed 30 June deadline for a final deal on the Islamic Republic’s nuclear ambitions. The talks are focused on reaching a final accord that curbs Iran’s nuclear program in return for the lifting of economic sanctions.

Of 213 lawmakers present on Sunday, 199 voted in favour of the bill, which also demands the complete lifting of all sanctions against Iran as part of any final nuclear accord. The bill must be ratified by the Guardian Council, a constitutional watchdog, to become law.

The terms stipulated in the bill allow for international inspections of Iranian nuclear sites, but forbid any inspections of military facilities.

The bill states in part: “The International Atomic Energy Agency, within the framework of the safeguard agreement, is allowed to carry out conventional inspections of nuclear sites.”

However, it concludes that “access to military, security and sensitive non-nuclear sites, as well as documents and scientists, is forbidden”. The bill also would require Iran’s foreign minister to report to parliament every six months on the process of implementing the accord.

Iran’s nuclear negotiators say they already have agreed to grant United Nations inspectors “managed access” to military sites under strict control and specific circumstances. That right includes allowing inspectors to take environmental samples around military sites.

But Iranian officials, including supreme leader Ayatollah Ali Khameni, have strongly rejected the idea of Iranian scientists being interviewed.

In a statement on Sunday, the US state department said inspections remained a key part of any final deal.

All parties “are well aware of what is necessary for a final deal, including the access and transparency that will meet our bottom lines”, the statement said. “We won’t agree to a deal without that.”

Denouement on P5+1 Iran Nuclear Deal?

Yesterday, President Putin was up to his usual antics lifting the 2010 moratorium on sale of the Russian S-300 advanced air defense system.  This was exquisitely timed to  consternate  the  efforts  of President Obama and  Secretary of State Kerry in the midst of trying to sell Congress  today on the merits of  the inchoate  P5+1 nuclear deal with Iran. In diplo-speak the most the White House and State Department could say in response was that Putin’s action was “unhelpful”.   State Department spokesperson Marie Harf in response to questions raised in yesterday‘s Daily Press Briefing said:

“We think given Iran’s destabilizing actions in the region, in places like Yemen or Syria or Lebanon that this isn’t the time to be selling these kind of systems to them.” But she added: “We don’t think this will have an impact on unity in terms of inside the negotiating room.”

For Israeli Prime Minister Netanyahu it was evidence that Russia, as we wrote in January may have signed on to the Axis of Resistance . At the time on January 20th, smiling Russian and Iranian Defense Ministers met in Tehran, shook hands and publicly announced that the moratorium was passé. The $800 million paid by Iran for the S-300 air defense system   would finally be honored and the new toys delivered to protect Iran‘s nuclear and military development centers from an air assault by Israel.  We wrote:

Russian Defense Minister Sergei Shoigu signed an “cooperation” agreement with Iranian Defense Minister Hossein Dehghan in Tehran.  Both countries are the targets of Western and US Sanctions. Both countries are afflicted with erosion of oil and energy revenues.  Both countries are seeking to blunt opposing US interests in Eastern Europe and the Middle East.  That is reflected in a comment of Iranian State television by Dehghan reported by AFP, that Iran and Russia had a “shared analysis of US global strategy, its interference in regional and international affairs and the need to cooperate in the struggle against the interference of foreign forces in the region.”  There is also the matter of weapon systems deals with proceeds which might bolster Russia’s depleting foreign currency reserves, while combating America’s ally in the Middle East, Israel.

Iranian Defense Minister   Dehghan in light of Putin lifting the moratorium on the S-300 sale said: “Extra-regional threats and the spread of terrorism by (insurgent) groups have increased the need to further expand cooperation.”  Note this Wall Street Journal comment about who directly benefits in Russia from the sale of the Antey S-300 System to Iran:

Rostec Corporation Chief Executive Officer Sergei Chemezov said in February that Iran was still considering Russia’s offer to supply Antey-2500 missile systems, with a range of about 200 kilometers (125 miles), according to Russian state news agency TASS. Rostec didn’t immediately respond to questions about the status of the offer on Monday.

Mr. Chemezov, who became friends with Mr. Putin when the two worked for the KGB in the 1980s, is among those sanctioned by the U.S. over the crisis in Ukraine.

That was a prelude to yesterday’s announcement from the Kremlin. Putin purposefully chose yesterday to rattle the West Wing, Foggy Bottom and Jerusalem by proving that  sanctions, whether UN, EU or Congressional are next to useless when it comes to dealing with rogue regimes. The only thing these masters of disinformation and mischief understand is the willingness to back up words with commitment to us military power.  Something lacking in the backbone of the P5+1 cabal lusting after exchanges with the Mahdist Mullahs in Tehran with visions of billion dollar and Euro development deals dancing in their minds.   Senator Mark Kirk (R-IL), unlike the Metternichean Munchkins in the West Wing said it best in today’s Wall Street Journal:

“Before a final nuclear deal is even reached, [Russian President] Vladimir Putin has started to demolish international sanctions and ignore the U.N. arms embargo,” said Sen. Mark Kirk (R., Ill.), who sponsored legislation that seeks to impose new sanctions on Iran if a final deal isn’t reached by June 30.

Notice the assist that Foreign Minister Lavrov provided as rational for his boss’ latest chess move:

“At this stage, we believe the need for this kind of embargo, and a separate voluntary Russian embargo, has completely disappeared,” Mr. Lavrov said Monday, citing the recent progress in nuclear talks. He called the missile system “exclusively of a defensive nature” and said it “doesn’t threaten the security of any governments in the region, including, of course, Israel.”

Not trusting these fine words from Russian Foreign Minister Lavrov, Israeli Strategic Affairs Minister Yuval Steinitz said:

“It’s proof that the economic momentum that will come for Iran after lifting sanctions will be exploited for an arms buildup and not for the welfare of the people of Iran,” Israeli Intelligence Minister Yuval Steinitz said.

That must have garnered more respect from Secretary Kerry poised to brief House and Senate members this week on the nuclear deal with no content announced in Lausanne 12 days ago.  Kerry had the cupidity to praise Russia for its constructive stand, a reference to a Foreign Ministry announcement allegedly saying that the State Department Fact Sheet on the parameters for a final agreement to be reached by June 30th was “accurate”.  Note what Josh Earnest , White House Press Spokesperson said; “That underscores the kind of unity around the specific agreement that we believe has been critical to our success.” President Obama hedged his bets this weekend reiterating “the possibility of backsliding” before the June 30 deadline.

 Something that both Supreme Ruler Ayatollah Khamenei and Foreign Minister Zarif suggested was simply “spin.”  Then, last Thursday, Khamenei demanded that all sanctions be lifted upon signing of an agreement with the P5+1 and hands off our national security and military developments.  Not to worry, said President Obama, Khamenei was simply grandstanding before his hard liners on their version of National Nuclear Development Day celebrations following their perceived victory on April 2nd in Switzerland.  The deal with no content was still on despite the tough slog to create definitive terms by the deadline of June 30th.  That the Congress shouldn’t interfere with what he deemed the “best bet” to prevent Iran from obtaining a nuclear device to complement its rising hegemony in the troubled Levant.  He was like the Looney Tunes cartoons character Yosemite Sam suggesting to both Congress and Israel to “back off”. You will get your chance to learn about the final deal if and when it occurs.   Not exactly confidence building steps.

President Obama stoked the disquiet over the P5+1 deal with remarks in both his New York Times and NPR interviews suggesting that Iran would be prevented from achieving nuclear breakout in the remaining months of his second and final term in office and that 10 to 15 years out, all bets were off about Iran’s ability to create nuclear weapons.  President Obama always point to IAEA’s track record to conduct “robust intrusive” inspections.  Weapons and the means of delivering them that some believe may have been covertly developed in cooperation with the DPRK.  North Korea  was beyond the ability of the IAEA to verify military  nuclear development s  as evidenced by  the  failure of  a more worthy framework developed by the Clinton Administration that  North Korea breached and was sanctioned by the Un repeatedly while relentlessly  developing and testing nuclear weapons and the ICBMs  to deliver them. Thereby putting the lie to President Obama’s assertion that “if Iran cheats, the world will know”.  Rogue regimes, whether in Moscow, Pyongyang, or Tehran are your basic sociopaths. They believe that agreements are simply black dots on white paper, meaningless. Or as Humpty Dumpty said to Alice in Lewis Carroll’s Through the Looking Glass:

When I use a word,” Humpty Dumpty said, in rather a scornful tone, “it means just what I choose it to mean—neither more nor less.”

“The question is,” said Alice, “whether you can make words mean so many different things.”

“The question is,” said Humpty Dumpty, “which is to be master—that’s all.”

The Administration is rolling its big guns in briefings to both the House and Senate. Besides Kerry, Energy and Treasury Secretaries, Ernest Moniz and Jack Lew will be sent to the Hill to make the case for the P5+1 deal to proceed. Notwithstanding  that Congress is poised for legislative action this week in a possible denouement with the White House.   Embattled  Democrat  New Jersey U.S. Senator  Bob Menendez , targeted with corruption charges by  the Obama Justice Department, suggested he wasn’t “backing  off” from  his  co-sponsorship with  Republican colleague, Tennessee  Senator Bob Corker , chair of  the Senate Foreign  Relations committee,  of  Iran nuclear deal review legislation. A vote is scheduled this week that may determine whether the bill is veto-proof, given a threat from President Obama. It appears from a Politico report today that Corker and the Democrats may have reached a compromise enabling passage by the Senate Foreign Relations Committee on Wednesday of the pending legislation.  Given the emerging Iranian and now Russian defiance of sanctions and previous military developments inspections, the vote may be within striking distance of becoming veto proof on the Senate version of the pending legislation. Evidenced by comments from both House Speaker John Boehner and Majority Leader Rep. Kevin McCarthy (R-CA) that the GOP majority could deliver a veto proof vote on the Senate version.

Now, if you have gotten this far in reading this, you might ask whether the sophisticated S-300 system that the Wall Street Journal said was capable of knocking down swarms of cruise and ballistic missiles, attacking aircraft. Aircraft like the aging B-2 Stealth bomber capable of carrying that new and more powerful Massive Ordnance Penetrator that Secretary of Defense Ashton Carter said the USAF tested in January 2015. Think of what Israel did in 2008, a year following its destruction of a North Korean supplied nuclear reactor and bomb factory on the Euphrates River at al-Kibar in Syria in Operation Orchard.  As we wrote in our January 2015 Axis of Resistance Iconoclast post:

In June 2008, Israel’s air force undertook massive air training exercises involving more than 100 aircraft in the eastern Mediterranean against Greek S-300 Russian air defense systems. That effort demonstrated the canny effectiveness of swarming attacks against the S-300 and later versions that upset the Iranian military and Revolutionary Guards.

That was seven years ago. Perhaps, Israel has followed with keen interest the development of advanced versions of the S-300, the S-400 and might have something in mind to keep Iran’s Defense establishment worried.  Unlike their peers in the Pentagon, Israel doesn’t talk about such matters.

Meanwhile, will Congress act on Iran nuclear deal review legislation setting up a denouement with President Obama over his threat to veto it?  Stay tuned for developments.

In Good Faith? No Nukes for Iran!

Also note the comments by IAEA Director General Yukiyo Amano specifically saying that the Iranians have not come clean about their military applications research developing nuclear triggers and more.This weekend we learned that Iranian journalist and former aides to President Rouhani revealed that the U.S. is acting as a veritable shill for Iranian demands to other P5+1 members.

Rouhani is shown in the Clarion video gloating over fooling the U.S. about being able to increase the number of centrifuges. Today the U.S. and the rest of the P5+1 caved to Iran’s refusal to send enriched uranium to Russia for ‘processing”, as if the Russians under Putin would do much. A friend in Geneva Switzerland said that the EU members of the P5+1 are hungry for business deals with the Islamic Republic if sanctions are lifted. The “1” of the P5+1 contingent, Chancellor Angele Merkel’s Germany is hurting because of a huge drop in trade with Putin’s Russia given the sanctions over the war in Ukraine.

France? While Foreign Minister Fabius has said that the P5+1 needs a robust deal with Iran, the reality is he caved ultimately in the wee hours of the morning back in November 2013, when the joint Plan of Action was initialed. The P5+1 and Iran have until 11:00 PM CET to announce a declaration. That would be 5:00 PM EST in the U.S.

U.S. House Speaker Boehner and a delegation of Republican lawmakers arrive in Israel tomorrow. Perhaps, Israeli PM Netanyahu might suggest they appear at a joint press conference in Jerusalem condemning the cruelest April Fool’s Joke – a verbal agreement leading to a technical agreement with Iran by June 30th gifting the Islamic Republic with a future stockpile of nuke warheads and ICBMs to deliver therm. No wonder the Saudis and Arab allies are incensed at the faithless execution of responsibilities by the leader of the free world.

Perhaps you are outraged, as well?

Earlier today, the New York Times (NYT) had breaking news about a phased deal that may be the basis for an agreement with Iran on or before March 24th.   We understand from sources in Geneva that Secretary of State Kerry had apparently been in discussions with Iranian negotiations over proposed terms. According to the Times report by Michael Gordon (no relation) and David Sanger, American and Iranian officials have concluded talks on limiting Iran’s nuclear program for “at least” ten years.

The proposed plan would limit Iran’s ability to produce nuclear material during the ten year period but slowly ease restrictions on their program. According to the article, “By phasing in a gradual easing of limits on Iran’s production, Mr. Kerry and Energy Secretary Ernest J. Moniz, who joined the negotiations for the first time, aim to extend the length of a potential deal. American officials said they would insist that Iran face hard constraints for ‘at least a double-digit number of years.'”

The reality is rather different according to reliable sources, who report that t he United States has concluded an agreement with Iran on a nuclear deal which allows them to advance their nuclear capability, even as it appears to limit it.

The deal calls for a ten year program which will include the replacement of all of their existing centrifuges with next generation centrifuges in addition to 3,000 additional units, all to be supplied by Russia. Public reporting of this is supposed to show the imposition of limitation of Iranian nuclear development, but in reality it will open the door to their nuclear capability in ten years or less.

Our sources report that the deal was completed on Saturday (not Monday as reported by the NYT ) and is likely to be confirmed by the State Department later this week.

According to U.S. law, the deal has to be ratified by an advise and consent process in U.S. Senate. However, our sources report that the Administration may try to avoid this requirement through Executive Order. It appears that the President is determined to complete this deal one way or another as part of his legacy. In part, the deal may have facilitated by Valerie Jarrett, a close personal adviser to the President with friends in the Iranian hierarchy. They draw from her childhood years in Shiraz, Iran where her father, a physician, was on staff at Nemazee Hospital. Our sources confirm that during the 2012 Presidential re-election campaign, Jarrett had opened up back-channel discussions with Iranian contacts that may have resulted in the Interim agreement in November 2013.  Should an official announcement appear this week, it may likely set the stage for Congressional hearings with Secretary Kerry, Undersecretary Wendy Sherman, and Mr. Moniz of the Department of Energy and independent experts about whether this is a deal that this nation can accept.

This announcement comes just before the visit of Israeli Prime Minister Benjamin Netanyahu, who has been invited to speak before a Joint Session of Congress on March 3rd.  Where an Iranian nuclear capability may seem like a danger to the US, half a world away, to Israel an Iranian bomb is an existential threat; Iran has on many occasions openly threatened Israel with annihilation.

It was particularly disturbing that just prior to the announcement about the agreement in Geneva, the U.S. announced that it would no longer share intelligence about the talks with Israel.

In a speech to a meeting of the Council of Major American Jewish Organizations in Jerusalem last week, Netanyahu said,  “If  an Iran deal is good, why hide it from Israel?” and then reiterated that he will “do everything in my power to prevent the conclusion of a bad deal that could threaten the survival of the State of Israel.”

The text  of the agreement has not yet been made public. When it does, the details will likely be shrouded in language that will obscure the deeper intentions of the Obama administration. An Iranian nuclear capability will be a threat to the Middle East and Europe whenever it comes, and only a complete and enforceable prohibition will be an acceptable conclusion to the talks that hold the future stability of the region, and perhaps the world, in the balance. It seems, however, that the Obama administration does not share this view, and in agreeing to it, will open the door to a new and deadly nuclear weapons race.

Senate Democrats Back off New Iran Sanctions Legislation

As if on cue, Iranian President Hassan Rouhani trumpets how the Islamic Regime won big time with the announced Joint Plan of Action (JPA) implementation last Sunday in Geneva.  As The Guardian noted in a report, “Iran nuclear deal means ‘surrender’ for Western Powers, says Rouhani”:

Speaking on Tuesday in the oil-rich province of Khuzestan, Rouhani said the “Geneva deal means the surrender of big powers before the great nation of Iran”.

Perhaps one of those victories is the ability of the Islamic regime to pursue what we would call the “nth” development of new, more efficient centrifuges to enrich uranium. Enrichment for only one purpose, to produce fissile material for nuclear weapons.  The Obama White House  confirmed that Iran has been allowed to pursue ‘centrifuge research’.     The Washington Free Beacon noted this White House news conference call exchange in an article,” Iran permitted to continue advanced nuclear research”:

Asked by a reporter on a conference call if the deal stops “Iran from designing new types of centrifuges,” a senior administration official admitted that the deal does not prohibit this activity.

[…]

“So what’s the practical effect of this R&D [research and development] clarification that you labored over so hard? What does it preclude them from doing?” the reporter asked.

It—I mean, their commitment is to continue their current enrichment R&D practices, and those are the practices that are laid out in the November [IAEA} Director General’s report,” said one of two senior administration officials on the press briefing. “This—that’s been documented, and that’s what they were—that’s what they will continue to do.”

As we had reported  in an Iconoclast post on possible veto-proof  bipartisan Iran sanctions  legislation in the US Senate (S1881) that  the centrifuge research issue had allegedly hit a snag.

Now in the wake of Rouhani’s speech yesterday in Iran comes word that the White House is soft peddling the Iranian President’s trumpeting of this alleged “victory”.    An AFP article, “White House plays down Rouhani crowing on Nuclear Deal” notes these comments by White House spokesperson Jay Carney at yesterday’s press conference:

It is not surprising to us and nor should it be surprising to you that the Iranians are describing the agreement in a certain way towards their domestic audience. It does not matter what they say, it matters what they do.

Problem is it could  thwart the Obama Administration’s campaign to stifle new bi-partisan sanctions legislation , the Nuclear Weapons Free Iran Act (NWFIA), S1881.

However, under White House threat to veto  NWFIA, Sen. Majority Leader Harry Reid ,according to a report from  The Weekly Standard, has blocked bringing the measure up for a floor vote.  Note these comments from  Reid, Democrat  Senators and Minority Leader McConnell in The Hill report,  “Dems back away from Iran sanctions legislation”:

Senate Majority Leader Harry Reid (D-Nev.) said Tuesday he wanted to “wait and see how this plays out” before moving forward with a vote on the sanctions. Reid declined to say when he might bring the bill, which has 59 co-sponsors, including 16 Democrats, to a vote.

The majority leader noted 10 of his committee chairmen are opposed to the bill.

“We believe we ought to have that vote,” Senate Minority Leader Mitch McConnell (R-Ky.) said Tuesday. “We’re going to continue to press the majority leader to allow a vote on an issue that obviously enjoys the support of a very large bipartisan majority here in the Senate.”

“I think the Iran sanctions bill is meant to strengthen the president, not in any way impede the ongoing negotiations, which should and hopefully will be successful,” Sen. Richard Blumenthal (D-Conn.), a Menendez-Kirk co-sponsor, told reporters Tuesday. “So as long as there’s progress, and as long as the progress is meaningful and visible, there may not need to be a vote.”

Sen. Ben Cardin (D-Md.), another co-sponsor, said both the administration and Congress wanted to reach a diplomatic solution through negotiations on Iran’s nuclear program, if that was possible.

“As far as trying to work out with the administration a strategy so we have more harmony, let’s talk about it,” Cardin said. “So I think that’s what’s going on right now.”

Prior to the November 24th announcement in Geneva of the P5+1 interim agreement with Iran,  Reid had backed new sanctions legislation according to  a report in the Los Angeles Times on November 21, 2013.

Yesterday, an Endowment for Middle East Truth (EMET) conference call on Iran’s intentions over its nuclear program   featured former Israeli Ambassador (ret.) Yoram Ettinger and Dr. Michael Ledeen of the Washington, DC-based Foundation for the Defense of Democracies.  Dr. Ledeen is an impassioned advocate for both sanctions and support for regime change via what he argues could be a significant Iranian opposition.  Amb. Ettinger suggested that perhaps something more is required, when he commented:

Only one option to avoid facing an Iran which could become an uncontrollable strategic apocalyptic threat. That option is surgical, devastating, disproportional military preemption against Iran’s nuclear infrastructure.

Iran: P5+1 Reach Deal on Six Month Freeze

In separate announcements, Iran and the P5+1 reached agreement on the implementation of the Joint Plan of Action (JPA) to begin on January 20, 2014.  The original announcement of the interim agreement between the P5+1 and the Islamic regime in Tehran had been made on November 24, 2013. Friday reports came that the JPA agreement was imminent.

APIRNA, and Deutsche Welle had reports on these developments with statements by Iranian Deputy Foreign Minister Abbas Araqchi, EU Foreign Relations Commissioner Catherine Ashton, President Obama and Secretary of State Kerry.

Iran’s Araqchi announced, “The Joint Plan of Action reached between Iran and P5+1 in Geneva on November 24 will be implemented as of January 20.”However, he noted that uranium enrichment will continue at the 20% level until January 19th and that Iran fully expects the P5+1 to comply with agreed terms on the 20th.   Ashton, said, “The foundations for a coherent, robust and smooth implementation…have been laid.  She further noted,” We will ask the International Atomic Energy Agency (IAEA) to undertake the necessary nuclear-related monitoring and verification activities.”  Secretary of State Kerry commented that the agreement “represents the best chance we have to resolve this critical national security issue peacefully, and durably.” The White House verified the announcement saying, “Beginning January 20th, Iran will for the first time start eliminating its stockpile of higher levels of enriched uranium and dismantling some of the infrastructure that makes such enrichment possible.”  President Obama warned that the P5+1 would “move to increase [their] sanctions” if Iran didn’t comply with the terms.  However, he said the deal “will advance our goal of preventing Iran from obtaining a nuclear weapon. I have no illusions about how hard it will be to achieve this objective, but for the sake of our national security and the peace and security of the world, now is the time to give diplomacy a chance to succeed.”

During the run up to today’s announcement differences between the Administration and Congress arose over pending new Iran sanctions legislation, the Nuclear Weapons Free Iran Act (NWFIA) that  the White House threatened to veto.  At one point during negotiations, the Iranian delegation headed by Foreign Minister Mohammad Javad Zarif threatened to leave the Geneva meetings over the new US Sanctions initiative. In late December 2013, 230 members of Iran’s Parliament, the Majlis, signed legislation threatening to authorize uranium enrichment to 60% levels to counter the proposed NWFIA.

Among the terms agreed to was authority for the IAEA to conduct daily inspections of known Iranian nuclear facilities and supervise the neutralization of existing stock of enriched uranium at the 20% level, while Iran was granted permission to enrich to a 5% cap. However, a report from IRNA indicated that the Atomic Energy Organization of Iran had not received requests from the IAEA to open up a dedicated Tehran office, noting only that the UN agency had made frequent trips from its Vienna headquarters to conduct periodic inspections. That raises questions about the ability to enforce the provisions of the JPA.

The AP reported Iran’s Araqchi saying on national television that the Islamic Regime expects to receive release of $4 billion in frozen oil revenues versus upwards of $7 billion in relief the US had originally estimated with this interim pact.  Separately, Washington, DC-based Foundation for Defense of Democracies had estimated upwards of $20 Billion from the easing of sanctions. We have noted in Iconoclast posts recent visits by British parliamentary and French trade delegations. Further Turkey has confirmed an upcoming visit by embattled Turkish premier Erdogan to Tehran in late January or early February.  Erdogan is seeking to expand bilateral trade with Iran. According to experts cited in a Christian Science Monitor report Iran’s economy may have shrunk by an estimated 3% in 2012 and 2% in 2013.

Today’s announcement comes just prior to President Obama’s annual State of the Union address to a joint session of Congress on January 28th. Further, it comes as momentum is building in the US Senate on a possible veto-proof bipartisan majority for passage of NWFIA.  It also comes prior to the scheduled January 22nd Geneva II talks on ending the 34 month long civil war in Syria. Secretary Kerry raised the prospect of inviting Iran to attend those sessions a week ago saying that the Islamic regime “might have a role to play on the sidelines.”
