Rep. Chip Roy Introduces Bill to Designate Hamas-Linked CAIR as a Terrorist Entity

This is much-needed and long overdue. CAIR has been a subversive force in the U.S. for over thirty years, and has done incalculable damage. Thanks to Rep. Chip Roy, its day in the sun could be drawing to a close.

WASHINGTON, D.C. — April 9, 2026 — Congressman Chip Roy (R-TX) has introduced a bill (click here) backed by the Middle East Forum (MEF) to designate the Hamas-aligned Council on American-Islamic Relations (CAIR) as a Specially Designated Global Terrorist entity. Roy’s legislation represents the most serious congressional effort to designate CAIR to date and follows decades of MEF research and activism aimed at exposing CAIR’s extremism and links to foreign terrorist organizations.

“The Designating Hamas Affiliates in America Act of 2026” directs the Secretary of the Treasury to designate CAIR as a terrorist entity, blocking its assets, revoking its tax-exempt status, and banning U.S. persons from engaging in any transactions with it. If passed, the legislation would effectively force CAIR to cease operations and dissolve for being one of Hamas’s most prolific advocates in the Western world.

The bill’s findings meticulously chronicle CAIR’s history of extremism, delivering a comprehensive and legally grounded account of the nonprofit’s links to global terrorism. It documents CAIR’s establishment as a public relations front for Hamas and its status as an unindicted co-conspirator in the Holy Land Foundation trial (2007–2008), in which founding board member of CAIR’s Texas chapter, Ghassan Elashi, was sentenced to 65 years in prison for funneling over $12 million to Hamas.

Roy’s legislation also documents U.S. government actions to isolate and suspend law enforcement contact with CAIR. In 2023, the Biden administration publicly disavowed the organization after CAIR founder and executive director Nihad Awad declared that he was “happy to see” Palestinians “breaking the siege” on October 7 in Israel and referred to Gaza as a “concentration camp.”

Recent moves to designate CAIR, including a congressional bill and state-level executive orders in Texas and Florida, were legally imprecise and have faced legal challenges. They sought to designate CAIR as a Foreign Terrorist Organization, a status that applies to overseas groups involved in acts of violence. Roy’s bill, which applies civil penalties to organizations that support terrorism, aligns most closely with federal statute and legal precedent and has the best chance of surviving judicial review.

As the co-chair of the Sharia-Free America Caucus in the House of Representatives, Roy is spearheading congressional efforts to protect Western civilization from Islamist threats. The 60-member caucus has launched committee hearings and dedicated time on the House floor to name the threat of radical Islam and adopt legislative solutions….

VIDEO: Rep. Chip Roy questions Robert Spencer, Krista Schild on No-Go Zones and Sharia as the Core of Islam

This is another clip from the 2 hour hearings on Sharia in America in Congress hosted by Chip Roy and the Sharia Free America caucus.

In this clip, questions are put to two of the witnesses. Krista Schild from RAIR Foundation, and Robert Spencer, one of the most educated and authoritative voices on Islam in the world. So much so, that Imams flat out refuse to debate him, since their arguments rest mostly on sophistry as it is presented to the non-Islamic World, and Robert’s are based on Islamic scripture, history and current teachings in mosques.

The take-away is that in Texas, no go zones for women are appearing due to the presence of large numbers of Muslims, and that Islam is sharia, and sharia is Islam. This last point cannot be emphasized enough. The first point, about no-go zones, is 100% because of the second point. In fact all the damage Islam does wherever it grows outside of an islamic country is because of the first point. Observance of Islam as a system, means to impose sharia on the entire population. This is necessarily destructive to the culture, people, legal system and all aspects of any other way of life on Earth. It is of course, a complete disenfranchisement of women, which is why they are able to have so many children. 1 man, 4 wives, unlined children determines the future. This is taking place across the West and has been for some time.

The Toronto Sun many years ago featured an article about secret polygamy that was taking place in Canada, and the state was paying the husband and all wives with welfare even though that is illegal on a couple of levels, so long as the wolves had separate residences, which meant more expense to the public.

House Passes Bill Aiming To Keep Illegal Immigrants From Voting

The House passed a bill on Wednesday that requires proof of U.S. citizenship for voter registration.

The Safeguard American Voter Eligibility (SAVE) Act is an amendment to the National Voter Registration Act of 1993 that requires proof of citizenship “to register an individual to vote in elections for Federal office,” according to the bill text. The bill, which was introduced by Republican Rep. Chip Roy of Texas, passed the House 221-198.

Five Democrats joined with Republicans to pass the bill.

“We will only be able to keep this republic as a republic as long as our citizenship as Americans remains meaningful,” Roy said in a press release following the bill’s passage. “That’s why I introduced the SAVE Act in the first place, and it’s why the People’s House passed it today.”

The bill establishes criminal penalties for election officials who register voters without enforcing the requirement to provide proof of U.S. citizenship. Additionally, the bill requires noncitizens to be removed from official lists of eligible voters.

The Biden Administration released a statement in opposition to the bill on Monday, claiming that states “already have effective safeguards in place to verify voter’s eligibility and maintain accuracy of voter rolls.”

“This bill would do nothing to safeguard our elections, but it would make it much harder for all eligible Americans to register to vote and increase the risk that eligible voters are purged from voter rolls,” the White House said. “The evidence is clear that the current laws to prevent noncitizen voting are working as intended — it is extraordinarily rare for noncitizens to break the law by voting in Federal elections.”

Speaker Mike Johnson said on Tuesday that Democrats are trying to “mislead” Americans about election integrity efforts because “they want illegals to vote in our elections.”

“They’re claiming to oppose the bill because they say it’s going to make it harder to vote,” Johnson said during a press conference. “But they know that that is not true. Many of the Democrats want all of these illegals to participate in our federal elections. They want them to vote. There’s no other conclusion that you could draw. When the White House announced that they would veto the bill they effectively handed our elections over to all of these illegal aliens that have come here.”

California Rep. Jennifer McClellan said on Wednesday that the bill is “the 2024 version of the Jim Cow poll tax.”

“Let me be clear, they don’t want you to vote. ” Democratic Rep. Summer Lee of Pennsylvania said during a floor speech. “They don’t want to hear black voices, brown voices, LGBTQIA voices, young voices. Our fundamental access to our democracy is being politicized. And this xenophobic attack that we are debating today will make it harder for Americans to vote.”

The bill was cosponsored by over 100 Republican lawmakers including House Majority Leader Steve Scalise, Rep. Elise Stefanik of New York, Rep. Byron Donalds of Florida, Rep. Tim Burchett of Tennessee and Rep. Anna Paulina Luna of Florida.
