FIRST ON THE DAILY SIGNAL—The Department of Homeland Security in the past year has arrested multiple illegal aliens it says have known ties to terrorist organizations, including ISIS and al-Qaeda.
According to the agency, the illegal aliens include members of al-Qaeda, ISIS, the Islamic Republic Guard Corps of Iran, and MS-13, which President Donald Trump designated a foreign terrorist organization when he returned to office.
“Just a year ago, under [President] Joe Biden, our border was wide open, and criminals, gang members, and terrorists were released into our communities,” Tricia McLaughlin, DHS assistant secretary, stated.
Trump and Homeland Security Secretary Kristi Noem have “unleashed” Immigration and Customs Enforcement agents “to target the worst of the worst, including national security threats,” McLaughlin said, adding that the Trump administration is “delivering on the American people’s mandate to make America safe again, and we’re just getting started.”
One of the detainees is Chasib Hafedh Saadoon Al Fawadi, identified as a member of the Iraqi Shia militant group Asa’ib Ahl al-Haq.
The first Trump administration designated Asa’ib Ahl al-Haq a foreign terrorist organization in 2020. Then-Secretary of State Mike Pompeo referred to the group as “violent proxies of the Islamic Republic of Iran.”
Al Fawadi, an illegal alien from Iraq, has a criminal history that includes charges for rape and criminal obstruction of breathing or blood circulation. He has been convicted on federal charges of making false statements on an immigration application about his membership in Asa’ib Ahl al-Haq.
He was given a deportation order in 2022, but ICE arrested him in the U.S. in November 2025.
Mahmoud Amin Mohamed Elhassan, originally from Sudan, was convicted on federal charges of attempting to provide material support to a foreign terrorist organization. ICE arrested him in June.
Fares Abdo Al Eyani, a criminal alien from Yemen, was previously convicted “for conspiracy to unlawfully export defense articles in violation of the Arms Export Control Act and the International Traffic in Arms Regulations,” DHS reports.
Jordanian Ashraf Farhan Husny Sulaiman has a record that includes conviction for conspiracy to defraud the U.S.
Majid Ghorbani served in the Iranian military and was “charged with acting as an unregistered agent of a foreign government and convicted for violating the International Emergency Economic Powers Act and petty theft.”
Additionally, DHS reported arrests of MS-13 gang members Gaulner Uliel Pineda Castillo, a Guatemalan who was previously arrested for a kidnapping plot, and Leonel Alexander Velasquez-Hernandez, an illegal alien from El Salvador with a criminal history that “includes arrests for murder, assault, dangerous weapons with intent to injure, conspiracy to commit murder, conspiracy assault, and stalking.”
The Department of Homeland Security faces criticism and backlash following a Border Patrol-involved shooting in Minneapolis on Saturday that left 37-year-old Alex Pretti dead.
Two and a half weeks before that, an ICE agent shot and killed 37-year-old Renee Good in Minneapolis.
Both shootings took place amid anti-immigration enforcement operation protests in Minneapolis and are currently under investigation.

A woman who survived the Hanukkah terrorist attack at Bondi Beach in Australia said on Monday that police officers seemed less concerned about stopping the attack than they were about keeping her from fighting back.
A father and son of Pakistani descent opened fire on a Hanukkah celebration Sunday, killing at least 15 people and wounding 40, with one being slain on the scene by police and the other wounded and taken into custody. Vanessa Miller told Erin Molan about being separated from her three-year-old daughter during Monday’s episode of the “Erin Molan Show.”
“I tried to grab one of their guns,” Miller said. “Another one grabbed me and said ‘no.’ These men, these police officers, they know who I am. I hope they are hearing this. You are weak. You could have saved so many more people’s lives. They were just standing there, listening and watching this all happen, holding me back.”
“Two police officers,” Miller continued. “Where were the others? Not there. Nobody was there.”
New South Wales Minister of Police Yasmin Catley did not immediately respond to a request for comment from the Daily Caller News Foundation about Miller’s comments.
Australian Prime Minister Anthony Albanese vowed to enact further restrictions on guns in response to the attack at Bondi Beach, according to the Associated Press. The new restrictions would include a limit on how many firearms a person could own, more review of gun licenses, limiting the licenses to Australian citizens and “additional use of criminal intelligence” to determine if a license to own a firearm should be granted.
Sajid Akram, 50, and Naveed Akram, 24, reportedly went to the Philippines, where they received training prior to carrying out the Sunday attack, according to the Australian Broadcasting Corporation. Naveed Akram’s vehicle reportedly had homemade ISIS flags inside it.
Australia passed legislation that required owners of semi-automatic firearms and certain pump-action firearms to surrender them in a mandatory “buyback” following a 1996 mass shooting in Port Arthur, Tasmania, that killed 35 people and wounded 23 others. Despite the legislation, one of the gunmen who carried out the attack appeared to use a pump-action shotgun with an extended magazine.

Two U.S. Army soldiers and an American civilian interpreter were killed in a Saturday attack in Syria, the Department of War announced.
Sean Parnell, chief spokesman for the Pentagon, announced the three deaths in a statement posted to X, adding that three others were wounded. The attack occurred as the U.S. soldiers were conducting a “key leader engagement,” Parnell stated.
The soldiers’ mission was “in support of on-going counter-ISIS/counter-terrorism operations in the region,” Parnell wrote. The attack occurred in an area Syrian President Ahmed al-Sharaa does not have control, Fox News reported, citing a Pentagon official.
“The soldiers’ names, as well as identifying information about their units, are being withheld until 24 hours after the next of kin notification,” he continued. “This attack is currently under active investigation.”
Today in Palmyra, Syria, two United States Army soldiers and one civilian U.S. interpreter were killed, and three were wounded.

Secretary of War Pete Hegseth said in a Saturday statement posted on X that the “savage” who perpetrated the attack was “killed by partner forces.”

U.S. and Syrian forces came under attack Saturday amid a joint patrol near Palmyra, The New York Times reported, citing Syrian state news agency SANA. U.S. Central Command also confirmed the deaths in a Saturday X post, but noted additional updates about the incident will be provided as they become available.
President Trump responded to the attack on Truth Social:
We mourn the loss of three Great American Patriots in Syria, two soldiers, and one Civilian Interpreter. Likewise, we pray for the three injured soldiers who, it has just been confirmed, are doing well. President Donald Trump met with Syrian President Ahmed al-Sharaa at the White House Monday, prompting scrutiny over al-Sharaa’s treatment of his country’s Christian minority.
Trump has made addressing the global persecution of Christians a priority of his administration, and he designated Nigeria a “Country of Particular Concern” and called for a congressional investigation in October.
Nigeria is not the only country where Christians are being targeted. Religious minorities are targeted or caught in the crossfire as players move for power in Syria.
As the nearly 14-year civil war came to a close, al-Sharaa’s forces took control of the Syrian government from Bashar Al-Assad’s regime in late 2024.
Al-Sharaa’s resistance, the Nusra Front, was formally aligned with al-Qaeda until 2016, Reuters reported. It rebranded itself in 2017 as Hay’at Tahrir al-Sham (HTS), according to the Center for Strategic and International Studies.
Al-Sharaa previously had a $10 million U.S. bounty on his head, but he told CNN in December that his group was working to reassure Christians targeted by extremist and jihadist groups during the civil war that they would be safe under his rule.
“There were some violations against them [minorities] by certain individuals during periods of chaos, but we addressed these issues,” al-Sharaa told CNN.
“No one has the right to erase another group,” he continued. “These sects have coexisted in this region for hundreds of years, and no one has the right to eliminate them.”
Despite al-Sharaa’s promises, doubts remain due to his resistance group’s jihadist origins and track record of human rights abuses, Open Doors research analyst on the Middle East, Henriette Kats, said in December.
CEO of Christian rights organization Open Doors U.S., Ryan Brown, told the Daily Caller the attacks happening in Syria don’t take place in a vacuum, and they are the result of a civil war.
Brown said the threat Assad’s regime posed to Syrian Christians was a “known entity,” but the rise of al-Sharaa bred uncertainty and elicited mixed reactions from Christians.
Al-Sharaa began his rule by meeting with high-level clergymen to “lay the foundations for future dialogue” with the goal to “continue these meetings to reach future understandings,” an anonymous official told AFP, Al Arabiya English reported.
Despite al-Sharaa’s purported commitments, the future of Syrian Christians remains uncertain. They face attacks from groups opposing al-Sharaa because of their faith, while others are being killed in unrelated conflicts involving forces allegedly tied to his government.
A suicide bomber attacked an evening Catholic Mass in June, taking the lives of 22 people and wounding more than 50 others, according to Open Doors.
“I was preaching when the shooting began. Then came the screams,” the father of a neighboring Greek Orthodox church told Open Doors. “Everyone instinctively dropped to the ground. The fear… it was unspeakable. We were all in shock, paralyzed by the horror.”
Syrian authorities attributed the attack to ISIS, according to the report.
“We thought getting rid of the previous regime was going to give us some sense of freedom,” an Open Doors partner told the organization, claiming authorities are only “pretending to protect the rights of everybody in Syria.”
Hundreds of minorities — including the Druze and Alawites —were slaughtered in 2025, Open Doors reported. The group noted that many are questioning whether al-Sharaa can control the extremist groups in his country.
Al-Sharaa called on “remnants of the former regime” to immediately surrender and vowed to hold accountable “anyone who was involved in the bloodshed of civilians,” according to Al Arabiya English.
Head of the Europe branch of the Christian Syriac Union Party, Joseph Lahdo, said Christians have become the “target of direct attacks,” according to Christian Solidarity International.
Outside of the bombings and direct attacks on churches and families, Lahdo alleged Christians face taxes and financial pressure, and Christian women are forced out of workplaces and universities.
Christians also face political marginalization, absence of real representation in governing institutions and continuous threats from extremist groups and Turkish military operations, according to Lahdo. He added that Christians lack access to adequate international support.
In preparation for Trump’s Monday meeting with the president, nearly 100 U.S. church leaders signed an open letter thanking Trump for his recent efforts in combating Christian persecution in Nigeria.
The letter urged Trump to address the persecution of religious minorities, including Christians, in Syria.
“[R]eligious minorities face ongoing violence, death, displacement, starvation, and water and medical deprivation, all while innocent women and children are held hostage by ISIS terrorists,” the letter stated.
The letter, whose signatories included Vice Chair of Trump’s Religious Liberty Commission Dr. Ben Carson, requested Trump “secure President al-Sharaa’s commitment to opening a secure humanitarian corridor from Hader to Suwayda in southern Syria,” arguing the corridor would facilitate aid delivery and the evacuation of civilians.
It’s estimated that nearly 90% of the aid being distributed through Damascus does not reach its intended target of Sweida, according to the Catholic Review.
Although it is unclear whether such topics came up during the first-ever visit by a Syrian president to the White House, Trump said he believes al-Sharaa can make Syria successful and help bring peace to the region.
After Trump’s meeting, the U.S. Commission on International Religious Freedom indicated the government will continue to address issues of religious freedom in the region.
The commission will hold a virtual hearing on religious freedom in Syria Thursday to “identify continued challenges to U.S. policy and religious freedom in Syria.”
Witnesses are slated to speak on specific threats to freedom of religion or belief toward Syrian minorities, as well as how the U.S. “can leverage bilateral, regional, and international interests in its support of [freedom of religion or belief] for all Syrians.”
Brown told the Caller there are ways Syria’s government can ensure Christians and religious minorities are protected, including by implementing constitutional reforms that enshrine basic protections for Christians and other Syrian minorities. He said the U.S. should continue to encourage the prioritization of the freedom of religious belief in its international relations.
He said the most important way someone can help is to pray for Christians and others caught in the Syrian turmoil, as well as donating to groups like Open Doors. The organization supplies information on countries dealing with Christian persecution, helps support the livelihood of Christians and provides trauma care after attacks, like the suicide bombing in June.
Brown said that although most Christian persecution is directly violent, other forms of persecution are increasing around the world, specifically during the past few years in sub-Saharan Africa.
“It is becoming alarming how much violence is continuing to escalate in the expression of persecution,” he told the Caller.
More than 43 worshippers, including 19 women and nine children, were massacred after Islamic terrorists affiliated with the ISIS-aligned Allied Democratic Forces attacked a Catholic church during a prayer vigil early Sunday morningin the Democratic Republic of Congo.
On the morning of July 27th, as many Congolese parishoners were gathered in the church for an all-night prayer vigil, ADF terrorists stormed in and slaughtered dozens of congregants with machetes before burning parts of the church to the ground. Others were kidnapped.
This was according to a report by the U.N. Organization Stabilization Mission in the Democratic Republic of the Congo, referred to as MONUSCO. The Islamists also looted and burned several homes and businesses in the area of the church.
MONUSCO reports:
“According to official reports, the attack by elements of the Allied Democratic Forces (ADF) armed group resulted in the death of at least 43 civilians (19 women, 15 men, and nine children). Most of the victims were reportedly killed with bladed weapons inside a place of worship. Several individuals were abducted. Homes and shops were also set on fire, further worsening an already extremely concerning humanitarian situation in the province.”
Deputy MONUSCO chief Vivian van de Perre said in response to the attack:
“These targeted attacks against (defenseless) civilians, particularly in places of worship, are not only appalling but also in violation of all human rights standards and international humanitarian law.”
Pope Leo XIV expressed his “deep sorrow” for the devastating attack on the church in a July 28 telegram to the archbishop and president of the Congolese Bishops’ Conference.
The telegram read:
“His Holiness Pope Leo XIV learned with dismay and deep sorrow of the attack perpetrated against the Parish of Blessed Anuarite in Komanda, which caused the death of several faithful gathered for worship. May the blood of these martyrs become a seed of peace, reconciliation, fraternity, and love for the Congolese people.”
The Allied Democratic Forces is an Islamist terror organization that formed in Uganda in the 1990s with the goal of overthrowing the Ugandan government and replacing it with an Islamic regime based on Sharia. The ADF has since expanded its attacks into the Congo and became affiliated with ISIS in 2019.
Please pray for the persecuted Christians around the world. They are coming under new attacks every day in Nigeria, Syria, Congo, among other places. They need us to lift them up in their time of trouble.
The corporate media devotes very little coverage to these atrocities against Christians because it doesn’t fit the narrative they promote, that Islam is a “religion of peace.”

The recent arrest of eight Tajik nationals believed to have connections to ISIS has heightened concerns among national security officials that a dangerous affiliate of the now-splintered terror group could potentially carry out an attack on US soil, according to multiple US officials who spoke to CNN.
Members of the group initially entered the US at the southern border and requested asylum under US immigration law. It’s unclear whether they entered at the same time and place.
By the time intelligence collected on overseas ISIS targets connected the men to the terror group, they had already been vetted by immigration authorities and allowed into the country, officials said.
Though there is no hard evidence indicating they were sent to the US as part of a terror plot, at least some of the Tajik nationals had expressed extremist rhetoric in their communications, either on social media or in direct private communications that US intelligence was able to monitor, three officials said….
Of particular concern to US officials was that the men hail from Tajikistan, a corner of Central Asia that in recent years has been a source of steady recruitment by ISIS-K, the Afghanistan-based affiliate of the Islamic terrorist group. ISIS-K is led primarily by Tajiks, who have carried out a series of recent attacks in Europe on behalf of the group, including the Crocus Hall attack in Moscow in March that killed more than 100 people.
National security officials fear that at least some of the eight Tajiks were ripe for radicalization by ISIS-K while they were inside the United States, potentially struggling with isolation, financial stress or discrimination — all things that could make a person susceptible to ISIS propaganda glorifying violence….

Six Russian nationals suspected to have terror ties to ISIS have been arrested in a coordinated sting operation spanning Los Angeles, New York and Philadelphia, The Post can exclusively reveal.
Two ICE sources confirmed to The Post they arrested the six people, who hail from Tajikistan, over the last week after the FBI contacted the agency to warn it.
Part of the investigation featured a wiretap which revealed one of the now-arrested individuals was talking about bombs, the sources said.
“Remember the Boston marathon [bombing]? I’m afraid something like that might happen again or worse,” one of the sources told The Post.
The target who was subject to the wiretap was previously released by federal authorities at the southern border with a court date next year, but it has since emerged he has potential ties to ISIS, sources said.
Neither ICE nor the FBI immediately responded to The Post’s requests for comment.
The arrests come after warnings from FBI Director Chris Wray about possible ISIS terror plots being staged on US soil and the group’s potential for exploiting the southern border.
In April, Wray warned lawmakers that a possible “coordinated attack” could take place in the US following an ISIS-K attack on a concert hall in Moscow — carried out by citizens of Tajikistan — that killed 145 people and wounded hundreds.

A Marine at the center of a supplemental probe into the deadly suicide bombing during the 2021 U.S. military withdrawal from Afghanistan accused the Pentagon of concealing information showing it could have been prevented.
Former Sgt. Tyler Vargas-Andrews caused a stir after he testified in March 2023 that he had sights on an individual he and others on the ground believed to be the suicide bomber while in the guard tower next to Abbey Gate, but was denied permission to engage. After CENTCOM opened up a new probe into the incident to address his allegations and found nothing to corroborate them, the former sniper told the Daily Caller News Foundation he agreed the bomber suspect at the time was a “separate individual” from the man the Pentagon just identified as the perpetrator but stood by his testimony.
“That is the truth. For anyone to say that this wasn’t preventable when we had on the ground intel passed to us stating the threat, it’s bullshit. We were told that the bomber was headed to Abbey Gate in real time, we all knew that,” he told the DCNF.
“I believe that a lot has been covered up,” he added.
Vargas-Andrews lost two of his limbs in the bombing, which took the lives of 13 U.S. service members and killed and wounded dozens of Afghan civilians.
Marines stationed in and around the watchtower near Hamid Karzai International Airport’s Abbey Gate may have confused formal intelligence with “spot reports” made by service members in real time that had not been vetted, the secondary review found, according to The Washington Post.
“Over the past two years, some service members have claimed that they had the bomber in their sights, and they could have prevented the attack,” a U.S. official on the supplemental review team said on Friday, according to CNN. “But we now know that is not correct.”
While Vargas-Andrews disputed the finding, he did not dispute that the person Marines at the time believed to be the prime threat was not the eventual bomber, he told the Post.
The first investigation completed in November 2021 concluded a lone suicide bomber managed to bypass Taliban checkpoints but contained nothing to suggest the perpetrator had been identified or that a request to shoot traveled up the chain of command, interview logs show.
Investigators, “although as thorough as they could be,” told Vargas-Andrews and his team during the course of the secondary probe that photos of the bomber, which were taken while the sniper team was tracking threats, could not be retrieved from any facility in the Pentagon or a U.S. intelligence agency.
“They stated they combed through everything high and low,” he told the DCNF. “So what happened to those hundreds of photos, which are potential intelligence? That is a failure.”

Many photos Vargas-Andrews’ sniper team collected, and photos taken by other units, vanished during the course of the chaotic evacuation in August 2021, a person familiar with the investigation told the Post. Those included two individuals the snipers requested to shoot.
One individual nicknamed the “man in black,” due to his black headscarf and shaved head, was thought to be the suicide bomber, CNN reported.
Vargas told the DCNF the photo of the suspect referenced in the report came from a cell phone and was taken from the display on his team’s camera
CENTCOM’s secondary report identified the bomber as Abdul Rahman Al-Logari, an Islamic State (ISIS) operative whom the Taliban had recently released from prison, according to CNN. Cross-comparison of the figures in each photo — CENTCOM obtained al-Logari’s prison mugshot — “received the strongest negative possible rating” they depicted the same person, officials said.
Vargas-Andrews maintained he still had an opportunity to engage the bomber.
“I will stand by my testimony and what we experienced till the day I die,” Vargas-Andrews told the DCNF.
CENTCOM did not immediately respond to the DCNF’s request for comment.

Abu Hudhaifa al-Ansari, spokesperson for the evil extremists also known as Islamic State, sickeningly praised the horrendous Moscow terror attack that killed 140 people in Russia last week. On Thursday, the jihadist took to encrypted messaging app Telegram to call on “lone wolves” to target Christians and Jewish people, especially in US, Europe, and Israel during the holy month of Ramadan.
The spokesperson also claimed that the presence of American troops in Iraq will “lead to more attacks from group”. It comes as he commemorates the 10-year anniversary of ISIS’ declaration of a caliphate in Iraq and Syria in 2014.
In an audio speech, he highlighted the global expansion of Islamic State. al-Ansar also terror organization Al-Qaeda for straying from their so-called ‘path’, before claiming that Ramadan was the month of jihad.
The spokesperson also called on ‘members’ in Mozambique to “double attacks” and militants in Philippines to “move operations into major cities”, in a chilling and worrying sign. He calls on the Mujahidin – those who engage in Jihad – and media leaders to obey their elders, and disseminate Islamic State’s message.

Why would the Americans, who support Ukraine, mount an attack that Russia is almost certain to accuse the Ukrainians of masterminding or aiding? This attack is likely only to intensify Russia’s war against Ukraine, and the U.S. supports Ukraine, so as evil and feckless as the Biden regime is, it seems unlikely that it is behind it.
As for the Israelis, the rumor mongers’ reasoning is that this will enable people to see that jihadis really are evil. That also, however, is unlikely. Neither Israel nor the U.S. acknowledges the reality of Islamic jihad. Few see the Israeli/”Palestinian” conflict as a jihad, although that is what it is. And so few are likely to see any connection between this attack and Hamas’ jihad against Israel.

The death toll in the terror attack at Moscow’s Crocus City Hall has risen to 137 people, including three children, Russia’s Investigative Committee said Sunday, as the search operation continues for bodies under the rubble.
Russian President Vladimir Putin was informed Saturday that four suspected gunmen responsible for the attack were arrested near Russia’s western border with Ukraine, Russian news agencies reported.
Seven others have been detained and the search for other accomplices is ongoing, the state news outlets reported.
ISIS claimed responsibility for the deadly attack Friday night, in which gunmen opened fire on concertgoers at one of Moscow’s largest entertainment complexes. The attackers then set the complex on fire….
The death toll as a result of the terrorist attack has increased to 137, Russian investigators said Sunday, adding that three of the victims are children….
Investigators said more than 500 rounds of ammunition and 28 magazines, as well as two Kalashnikov assault rifles, were found at the scene….
“The terrorists also used flammable liquid to set fire to the premises of the concert hall, where there were spectators, including the wounded,” the statement said….
Putin did not acknowledge the ISIS claim for the attack, saying Russia was still investigating. But he sought to suggest that Ukraine could bear some responsibility, saying the suspected attackers had been detained while trying to cross the border to Ukraine and claiming they may have received some help from there.
“According to the preliminary data, they had a crossing of the border prepared from the Ukrainian side,” Putin said.
Ukrainian officials vehemently denied any involvement and warned that the Kremlin would try to exploit the attack by falsely blaming Ukraine to drum up greater support for its war….
The U.S. said it shared intelligence with Russia that warned that ISIS was preparing similar attacks on concerts in Moscow just two weeks ago. A U.S. State Department official said Saturday that the U.S. government had shared information on a possible attack with Russian authorities in accordance with its longstanding “duty to warn” policy….

FBI director warns of ‘wide array of threats at US border’
FBI Director Christopher Wray warned of a number of threats, including drugs and gangs coming across the US border.
FBI Director Christopher Wray on Monday warned of a “wide array” of dangerous threats coming from the U.S. border, including drug trafficking, violent gangs and smugglers with ties to ISIS.
Wray was asked by Sen. Marco Rubio, R-Fla., at a Senate Intelligence Committee hearing about the threats at the border, including the Tren de Aragua gang from Venezuela. Wray said he couldn’t speak to a specific gang, but said that there were dangerous individuals entering via the southern border.
“From an FBI perspective, we are seeing a wide array of very dangerous threats that emanate from the border. And that includes everything from drug trafficking — the FBI alone seized enough fentanyl in the last two years to kill 270 million people — that’s just on the fentanyl side,” he said.

“An awful lot of the violent crime in the United States is at the hands of gangs who are themselves involved in the distribution of that fentanyl,” he said.
Officials have warned about the presence of gangs, including Tren De Aragua. Fox News reported last week about a Customs and Border Protection (CBP) internal bulletin that told agents to be on the lookout for those coming across the border who may show signs of belonging to the bloodthirsty gang. Fox News reported last week that the brother of the suspect in the killing of Georgia student Laken Riley has ties to the gang. Both the suspect and his brother are Venezuelans who entered the U.S. illegally.
Rubio asked Wray whether smuggling networks that are moving people all over the world could also have ties to ISIS or other terrorist organizations.
“So, I want to be a little bit careful how far I can go in open session, but there is a particular network that, where some of the overseas facilitators of the smuggling network have ISIS ties that we’re very concerned about and that we’ve been spending enormous amount of effort with our partners investigating. Exactly what that network is up to is something that’s, again, the subject of our current investigation,” he said.
Rubio asked him to confirm that there is a network “we’re concerned about” that has facilitators involved with ties to ISIS.
“Correct,” Wray said.

On March 11, the pro-ISIS Al-Murhafat media outlet released a poster featuring a quote by slain ISIS Spokesman Abu Muhammad Al-Adnani, calling on Muslims in “the Crusaders’ countries” to carry out lone-wolf attacks, declaring that such attacks are more effective than ISIS operations in Syria and Iraq, and telling supporters in the West that “if one of you strives to reach the Islamic State, then one of us wishes to be in your place.” Al-Adnani called to target civilians, as it is “more painful,” and declared that there is no difference between armed or unarmed, woman or man. He also encouraged attacks during the holy month of Ramadan, saying: “Perhaps you will attain great reward or martyrdom during Ramadan.”[3]

A complaint was unsealed today charging Harafa Hussein Abdi, 41, of Minneapolis, with providing and conspiring to provide material support to a designated foreign terrorist organization, the Islamic State of Iraq and al-Sham (ISIS) and receiving and conspiring to receive military-type training from ISIS. Abdi, a U.S. citizen, was recently taken into custody overseas and was transported to the United States yesterday. Abdi will be presented before U.S. Magistrate Judge Valerie Figueredo in Manhattan federal court later today….
As alleged in the complaint, Abdi, moved from Minnesota to Somalia in 2015. Once there, he joined a group of ISIS fighters at an ISIS training camp in the Puntland region of Somalia. During his time with the group, Abdi regularly carried an AK-47 assault rifle and received training on how to use it. In addition, Abdi worked in the ISIS group’s “media” wing, where he filmed footage for distribution by a pro-ISIS media outlet.
In social media communications during his time at the ISIS camp, Abdi described how he had left the United States and joined the “Islamic state.” Abdi also stated that he had made “hijra,” an Arabic term used by ISIS supporters to refer to traveling overseas to join ISIS and engage in jihad. Abdi also sent a photograph of himself carrying an AK-47 assault rifle, as depicted below:
In or about January 2017, Abdi sent an audio clip of rap lyrics in which he expressed support for ISIS and described multiple acts of violence, including shooting and bombing individuals in New York City. Specifically, Abdi stated, “hollow tips put a hole in your Catholic vest, and chop his head off let it rest on his Catholic chest.” Abdi further stated, “We going to carry on jihad”; “Fly through America on our way to shoot New York up. They trying to shut this thing. We ain’t going. We going to come blow New York up.” Abdi sent the audio clip to at least 20 other social media users and included messages with the audio clip, such as “Fighting back the kuffar who’s at war with Muslims if [that] is not islam then I don’t know wats Islam.”
Abdi left the ISIS camp in 2017 after his relationship with the ISIS group’s leadership deteriorated. After being jailed by the group, Abdi escaped and traveled to East Africa, where he was arrested by law enforcement authorities. In subsequent Mirandized interviews with FBI personnel, Abdi admitted that he had joined the training camp, which was affiliated with a known ISIS leader in Somalia. Abdi also identified himself in an ISIS propaganda video that he helped to film at the training camp in which Abdi carried an AK-47 assault rifle, promoted ISIS and urged others to join and fight on its behalf. In the video, Abdi said, “We thank almighty God for making us His soldiers and chose us to be among the Khilafa troops,” and “So do not stay behind, brother, and get on this caravan…. Those who believe fight in the cause of Allah, and those who reject Faith fight in the cause of Evil.” Abdi also admitted that he was trained on and regularly carried an AK-47 assault rifle and practiced shooting the AK-47 in the Somali wilderness outside the camp….
